RESOLUTION NO.: <br /> <br />'6478-90 <br /> <br />BY: Boscia, Gallagher, Gazzana, <br />George, Graham, Roth, Smith <br /> <br /> AN EMERGENCY RESOLUTION urging the appropriate elected <br />representatives of the Congress of the United States to support the <br />continuance of the Housing and Community Development Act of 1974 and <br />to refrain from making amendments which would alter the effectiveness <br />of the program in the City of Lakewood. <br /> <br /> WHEREAS, in an attempt to increase the number of low-income <br />residents benefitting from the Community Development Block Grant <br />Program, the Secretary of the Department of Housing and Urban Develop- <br />ment has proposed amendments to the act which would increase the <br />percentage of funds which must be used to assist low and moderate- <br />income individuals, and to use proportional accounting in determining <br />the number of low and moderate-income individuals benefitting from <br />this program, and <br /> <br /> WHEREAS, these proposed amendments reduce the effectiveness <br />of the program by jeopardizing established activities currently <br />benefitting residents of low and/or moderate-income, and <br /> <br /> WHEP~AS, the proposed amendments would severely limit the <br />flexibility of cities such as Lakewood to undertake economic develop- <br />ment activities, social service programs and housing rehabilitation <br />which serve to benefit all citizens, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF LAKEWOOD, <br />STATE OF OHIO: <br /> <br /> Section 1. That the Council of the City of Lakewood for and <br />on behalf of all citizens of the City of Lakewood, strongly urges the <br />Representatives of the Congress of the United States to support the <br />continued funding for the Housing and Community Development Act of <br />1974 without any amendments mandating that a higher percentage of low <br />and moderate-income individuals be assisted, or the use of proportion- <br />al accounting. <br /> <br /> Section 2. That the Clerk of Council be and she is hereby <br />authorized and directed to forward a certified copy of this resolution <br />to United States Senators John H. Glenn and Howard M. Metzenbaum and <br />United States Representatives Edward F. Feighan and Mary Rose Oakar. <br /> <br /> Section 3. It is.found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />ordinance were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees <br />that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> <br />
