RESOLUTION NO. <br /> <br />6486-90 <br /> <br /> BY: Boscia, Gallagher, <br />Gazzana, George, Graham, Roth <br /> <br /> AN EMERGENCY RESOLUTION urging appropriate representatives <br />to the Congress of the United States to enact legislation providing <br />for a comprehensive health program for all Americans. <br /> <br /> WHEREAS, Congresswoman Oakar introduced legislation that <br />would ensure basic health care for all Americans, and <br /> <br /> WHEREAS, America can no longer tolerate great numbers of its <br />citizens being isolated from basic health care services, and <br /> <br /> WHEREAS, our local support <br />contribute to its ultimate passage, and <br /> <br />of such legislation can <br /> <br /> WHEREAS, this <br />providing for the health, <br />community; now, therefore, <br /> <br />resolution constitutes an emergency measure <br /> safety and welfare of all citizens of our <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That this Council, for and on behalf of all <br />citizens of the City of Lakewood, strongly urges the United States <br />Congress to immediately conduct a study of national health needs and <br />adopt either the legislation proposed by Conqresswoman Oakar or some <br /> program Which assures access to health care for all persons. <br /> <br /> Section 2. That the Clerk of C~uncil be and she is hereby <br />authorized and directed to forward a certified copy of this resolution <br />to United States Senators John Glenn and Howard Metzenbaum, and to <br />United States Representatives Edward Feighan and Mary Rose Oakar, the <br />Clerk of the United States House of Representatives and the Clerk of <br />the United States Senate. <br /> <br /> Section 3. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />resolution were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees <br />that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 4. That this resolution is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />provided it receives the affirmative vote of two-thirds of all members <br />elected to Council, it shall take effect and be in force immediately <br /> <br />upon its adoption and approval by the Mayor; otherwise~ take <br />effect and be in force after the earlie~ <br /> <br />Adopted: ~ ~. /~ <br /> !
