RESOLUTION NO. 6S25-90 BY: Boscia, Gallagher, Gazzana, George, Graham, Roth, Smith AN EMERGENCY RESOLUTION authorizing and directing the Director of Public Works to advertise for bids and enter into a contract with the lowest and best bidder for the purchase of equipment for the recycling program of the City of Lakewood. WHEREAS, such equipment needs to be purchased to include 100% of residential households in early 1991 in the City's recycling program; and WHEREAS, funds have already been appropriated for various park improvements which can be placed on hold and funds utilized to purchase this recycling equipment; and, WHEREAS, this Resolution constitutes an emergency measure in that it provides for the immediate preservation of public health and welfare and for the usual daily operation of a municipal department; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Director of Public Works be and he is hereby authorized and directed to advertise for bids and enter into a contract for the recycling equipment needed for the Lakewood recycling program for an amount not to exceed $95,000. Section 2. It is found and determined that all formal actions of this Council concerning and relating to passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 3. That this Resolution is hereby declared to be an. .emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force h mediately upon its adoption and approval by the Mayor; otherwise, it shall take effect and be in force after the earliest period allow /la Adopted: ~L~A~/-5~
