RESOLUTION NO. <br /> <br />6621-91 <br /> <br />BY:Boscia, Gallagher, Gazzana, <br /> George, Graham, Roth, Smith <br /> <br /> A RESOLUTION urging the Cuyahoga County Commissioners to cooperate <br />with the Cuyahoga County Police Chiefs Association's initiative in finding a <br />solution to jail overcrowding. <br /> <br /> WHEREAS, the overcrowding of jails has reached a crisis for all <br />communities in Cuyahoga County; and <br /> <br /> WHEREAS, there are sixty-four five-day holding facilities in <br />Cuyahoga County (one hundred thirteen in the State) forced to hold prisoners <br />in excess of five days due to overcrowding at the County Jail; and <br /> <br /> WHEREAS, the Mayors and Police Chiefs have been put on notice by <br />the ACLU of violation of State standards for five-day holding facilities; and <br /> <br /> WHEREAS, there is a need for Cuyahoga County to house misdemeanor <br />offenders, not just felons; and <br /> <br /> WHEREAS, once the five days for holding prisoners have been <br />exceeded, the State requires full-service jail standards must be provided; <br /> <br />OHIO: <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF <br /> <br /> Section 1. That this Council urges the Cuyahoga County <br />Commissioners to cooperate with the 'Cuyahoga County Police Chiefs <br />Association, the County Sheriff, the Mayors and City Managers Association, <br />and the Bureau of Adult Detention's initiative in finding a solution to jail <br />overcrowding. <br /> <br />Approved: <br /> <br /> Section 2. That the Clerk of Council is hereby instructed to <br />forward copies of this Resolution to the Cuyahoga County Commissioners, the <br />Cuyahoga County Police Chiefs Association, the Cuyahoga County Sheriff, the <br />Mayors and City Managers Association, and the Bureau of Adult Detention. <br /> <br /> 'Section 3. That it is found and determined that all formal actions <br />of this Council concerning and relating to the adoption of this resolution <br />were adopted in an open meeting of Council; and that all deliberations of <br />this Council, and of any of its committe~that resol~{~d~n such foFmal <br />action were in meetings open to the pu~b'lic ii~'~comp.ljan~e with all l$~gal <br />requirements, including Section 121.22 of~e,~is~ ~ode~ <br /> <br /> <br />
