RESOLUTION NO. 6646-91 BY: Boscia, Gallagher, Gazzana, George, Graham, Roth, Smith A RESOLUTION requesting that Governor expedite completion of Ohio's Coastal Management Plan. Voinovich WHEREAS, the Coastal provides the opportunity for each and protect its.coastal zone; and Zone Management Act of 1972 coastal state to plan, manage WHEREAS, the federal CZM program affords each state the responsibility to establish policies with regard t° flood and erosion control, water quality, 'fish and wildlife management, wetlands protection, shoreline development and public access; and WHEREAS, Lake Erie and its 262 miles of shoreline are invaluable natural, recreational, economic an aesthetic resources to millions of Ohio residents; and WHEREAS, appropriate development of Cuyahoga County is essential for the continued Greater Cleveland area; and the shoreline in vitality of the WHEREAS, a number of conflicting uses compete for the remaining undeveloped shoreline and areas which have the potential for redevelopment; and WHEREAS, 29 of 35 eligible states and territories are active participants in the federal Coastal Zone Program, which enables them to effectively plan, manage and coordinate coastal resources through the adoption of state policies which are consistent with the intent of the federal program; and WHEREAS, the State of Ohio has already over $7,500,000 in federal monies over the past participating in the Coastal Zone Program; and relinquished decade by not WHEREAS, the General Assembly of the State of Ohio unanimously enacted coastal management legislation in November 1988, authorizing the Ohio Department of Natural Resources to prepare a coastal Management Plan by March 1991; and WHEREAS, implementation of the Ohio Coastal Zone Management Program and the preservation, protection and enhancement of the Ohio shoreline will be endangered without the timely completion of a Coastal Management Plan; BE IT RESOLVED BY THE CITY OF LAKEWOOD STATE OF OHIO: Section 1.
