. Section 2. That the Clerk of Council be and she is hereby <br />authorized and directed to cause notice of such declaration to be <br />served in the manner that the service of summons is required to be <br />made, upon all persons whose property abuts upon the parts of Victo- <br />ria Avenue affected by the proposed vacations, and by publication <br />once in one newspaper of general circulation in the City of Lakewood <br />as to all person who cannot be personally served. Said notice shall <br />state the time and place when objections can be heard before the <br />Board of Revisions. <br /> <br /> Section 3. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of <br />this resolution were adopted in an open meeting of this Council, and <br />that all such deliberations of this Council and of any of its commit- <br />tees that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 4.
