RESOLUTION NO. <br /> <br />6693-92 <br /> <br />BY: Boscia, Gallagher, George, <br />Gibbons, Roth, Seelie, Smith <br /> <br /> A RESOLUTION authorizing and directing the Director of Public <br />Safety to enter into a supplemental Agreement between The City of Lakewood <br />("CMEIMS Community"), the Cuyahoga Emergency Management Advisory Board ("CEM <br />BOard") and the Board of County Commissioners, County of Cuyahoga, Ohio <br />("County") in connection with the CEMAC Mobile One, a mobile command and <br />communications post. <br /> <br /> WHEREAS, CEMAC Mobile One is a motor vehicle equipped to serve as <br />a command and communications post at the scene of an emergency incident, and <br /> <br /> WHEREAS, the County obtained the CEMAC Mobile One for the <br />expressed purpose of making it available to communities in the County of <br />Cuyahoga for training and for use at the scene of emergency incidents; and <br /> <br /> WHEREAS, the County, with the advice of the CEM Board, has <br />established pursuant to Ohio Revised Code Section 5915.071, the Cuyahoga <br />Major Emergency Incident Management System ("CMEIMS"), an emergency <br />management program for the preparation for, response to and recovery from a <br />man-made, natural or technological emergenCy incident; and <br /> <br /> WHEREAS, pursuant to Ohio Revised Code, Section 307.15, the CMEIMS <br />Community entered into an agreement ("CMEIMS Agreement") which is <br />incorporated herein by reference, with the County and CEM Board for <br />participation in the CMEIMS; and <br /> <br /> WHEREAS, pursuant to the aforementioned CMEIMS Agreement, the CEMAC <br />Mobile One would be available to the CMEIMS Community for its use at the <br />scene of an emergency incident if a Major (Level 3) Emergency Incident, as <br />defined in Article I is declared~ and <br /> <br /> WHEREAS, the CMEIMS community has determined that it would be in <br />the interest of the health and welfare of its citizens if the CEMAC'Mobile <br />One would be available for the CMEIMS Community in the event of Local (Level <br />1) Emergency Incident orca Serious (Level 2) Incident as defined in Article <br />I; and <br /> <br /> WHEREAS, the County and the CEM Board have determined that the <br />availability of the CEMAC Mobile One for use by the CMEIMS Community in the <br />event of a Local (Level 1) or Serious (Level 2) Emergency Incident is in the <br />interest of improved emergency management in the County ' of Cuyahoga, Ohio; <br />now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. The Director of Public Safety is hereby authorized and <br />directed to enter into the CEMAC Mobile One Agreement, a copy of said <br />Agreement being at'tached hereto as "Exhibit A" and made.a part thereof as if <br />fully rewritten herein. <br /> <br /> Section 2. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this resolution were~. <br />adopted in an open meeting of this Council, and that all such deliberations <br />of this Council and of any of its committees that resulted in such formal <br />action were in meetings open to the public in compliance with all legal <br />requirements. <br /> <br /> Section 3.
