o <br /> <br />After receipt of the final decision of Political Subdivi- <br />sions to participate or not, the District will determine <br />whether it is feasible to proceed with the ~Political <br />Subdivisions who have agreed to participate. <br /> <br />Implementation Phase <br /> <br />If the District determines it is feasible to proceed <br />based upon commitments from an adequate number of Politi- <br />cal Subdivisions, both the District and each of the then <br />participating Political Subdivisions will enter into a <br />uniform contract to effectuate the NMC which will pro- <br />vide: <br /> <br />The Political Subdivision will establish and/or <br />maintain a Newspaper recycling program for its res- <br />idents and, in its discretion, for its businesses <br />and deliver exclusively to NMC the Political Sub- <br />division's collections of Newspaper. In that con- <br />nection, the Political Subdivision will arrange to <br />have such collections sorted by type of Newspaper <br />as is requested by NMC. <br /> <br />be <br /> <br />The District will form a Newspaper recycling coop- <br />erative among Cuyahoga County Political Subdivi- <br />sions which will market or otherwise dispose of the <br />Newspaper and, as required, undertake the following <br />activities to dispose economically of the Newspaper <br />delivered to it by participating Political Subdivi- <br />sions: <br /> <br />(1) <br /> <br />Establish a central collection area(s); <br />and <br /> <br />(2) Establish a processing facility(les) . . <br /> <br />The District will utilize all revenue generated <br />from the sale of Newspaper to pay the NMC's a) op- <br />erating expenses; b) debt service on debt incurred <br />to cover the cost of capital expenditures; c) rea- <br />sonable reserves for operations, repairs, capital <br />expenditures or required by lenders; and d) reason- <br />able overhead ( "Expenditures ") . <br /> <br />(1) The District from time to time will project <br /> its revenues from marketing Newspaper and its <br /> Expenditures and, if such projected revenues <br /> exceed Expenditures, will pay to the .partici- <br /> pating Political Subdivisions a unit purchase <br /> price for the Newspaper delivered.· If Expen- <br /> ditures exceed such revenues, the District <br /> <br />-2- <br /> <br /> <br />
