RESOLUTION NO. 6801-93 BY: Gallagher, George, Gibbons, Roth, Seelie, Smith A RESOLUTION to create a Lakewood Landmark Commission to advise the ~City regarding the preservation of historical sites and structures and to promote historic preservation. WHEREAS, various individuals and groups in the City of Lakewood have expressed an .interest in the creation of a Lakewood Landmark Commission to serve in an advisory capacity to educate and assist residents, various businesses, boards and commissions, 'City departments and officials of the City of Lakewood regarding the promotion, use and preservation of historical sites and structures and to assist and coordinate efforts in the promotion of historical preservation, and WHEREAS, after numerous meeting and hearings of the Rules and Ordinances Committee of Council, it is .generally agreed that an ordinance with strict requirements, standards and procedures would be costly to administer and might unreasonably infringe on private property rights, and WHEREAS, historical preservation is vital to the City of Lakewood's neighborhoods, heritage, property values and its national- ly recognized image; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Lakewood Landmark Commission. be is hereby established to serve in an advisory capacity for the purpose of informing City officials and making recommendations relating to historical preservation, including, but not limited to the following: Benefits and costs of official promotion of 'historical preserva- tion in the City; Summary and analysis of current efforts to promote, protect and enhance historical preservation by private and public entities; and Desirability and role of permanent local legislation and/or board or commission to promote, Protect and assist in histori- cal preservation in the City. Section 2. The Lakewood Landmark Commission shall, be com- posed of seven (7) electors of the City to be appointed in the manner hereinafter set forth: (a) two appointments shall be by the Mayor; (b) two appointments shall be by City Council; (c) two appointments shall be by the Lakewood Historical Society; and (d) one appointment shall be by the Lakewood Chamber of Commerce. Section 3. That this Commission shall be authorized to adopt its own rules and regulations which shall be consistent with the ordinances, Amended Charter of the City of Lakewood and the laws of the State of Ohio. Section 4. The Building Commissioner and his staff shall provide administrative and support services to the Commission. Section 5. The Landmark Commission shall complete its work and submit its report to the Mayor and Lakewood City Council on or before November 1, 1994, at which time the terms of all commissioners and the Commission itself shall expire.
