The final category is non-homeless persons with special needs, which includes [he populations previously <br />outlined. Lakewood plans to work with public agencies and nonprofit orgtmizations to undertake projects <br />such as housing for the elderly, frail elderly, persons with developmental or mental disabilities, persons <br />with physical disabilities, and persons with AIDS. Depending upon the project, Lakewood could be <br />involved directly with financial participation, or indirectly by providing assistance in securing other state <br />or federal funds. <br /> <br />Lakewood has also taken actions to address the problem of lead-based paint in the housing stock over the <br />next five years. The Cuyahoga County Division of Cormnunity Development, on behalf of the Cuyahoga <br />Housing Consortium, which includes fl~e Cities of Cleveland Heights, Euclid, Lakewood, and the 42 <br />cormuunity members of the Cuyahoga County Urban County, as well as the Cities of East Cleveland and <br />Parma, has applied for a $5.8 million grant from HUD for a three-year program of lead-based paint hazard <br />identification and reduction activities. Grant components include lead screening of children and follow-up <br />case management; lead-based paint hazard reduction; community education and outreach; staff training <br />and development for public sector housing and rehabilitation staff; and data collection and evaluation. <br /> <br />One-Year Plan. {Action Plan) <br /> <br />During FY 1995 (January 1, 1995 through December 31, 1995), Lakewood anticipates receiving an <br />estimated total of $3,124,324 in funds through the Community Development Block Grant program <br />(including program income), Emergency Shelter Grant program, and the HOME Investment Parmerships <br />Program, which will be used to provide programs and services to an estimated 9,018 households, <br />individuals, and/or businesses, focusing on low- and moderate-income persons. Exhibit A illustrates the <br />estimated total dollar amounts that will be spent by accomplishment type. <br /> <br />Lakewood plans to spend an estimated $2,862,324 in Community Development Block Grant funds <br />0ncluding program income) to assist 8,908 households, individuals, and/or businesses with programs and <br />services. The City also plans to utilize an estimated $62,LI)0 in Emergency Shelter Grant funds to assist <br />90 individuals through services provided within Lakewood, as well as services delivered in other portions <br />of Cuyahoga County through a contractual arrangement with the Cleveland/Cuyahoga Office of Homeless <br />Services. Finally, the City will receive an estimated $200,000 in funds through the HOME Investment <br />Partnerships Program, which will be used for financial assistance for an estimated 20 first-time <br />homebuyers. <br /> <br />The figures listed above do not include funds that will be matched or leVeraged through financial <br />institutions and property owners on individual projects, such as first-time homebuyers assistance. <br /> <br /> 1995 HUD Cot~oiMated Plan <br />DRAFI' <br /> <br />City of la. wood, Ohio <br /> <br /> <br />
