Selected Housing Characteristics of Low and Moderate Income Householtl~ <br /> <br />One of the measures that HUD uses to define need is "cost burden." HUD considers a household to have <br />a cost burden if more than 30% of gross income is spent on gross housing costs, including utilities. <br />Within Lakewood there are about 4,100 extremely low income and very low income (0%-50% MFI) <br />households with a cost burden, divided into about 80% renters (3,300) and 20% owners (800). In <br />addition, there are about 1,500 low income (51%-80% MFI) households with a cost burden, divided into <br />about two-thirds renters and one-third owners. <br /> <br />A portion of the households just mentioned are considered at-risk of homelessness ff their income is 0%- <br />30% of the Median Family Income and more than 50% of gross income is spent on gross housing costs,~ <br />including Utilities. Within Lakewood, that group to'mls abou£ 1,750 households. Other groups threatened <br />with homelessness include victims of domestic violence, persons being released Rom jails and prisons, <br />and persons doubled up in housing with another household. An estimate of the number of these situations <br />within Lakewood, and the percentage of persons that might be threatened with l~omelessness, is not <br />available. <br /> <br />Although there is not a visible homeless problem within Lakewood, it is now estimated that 10,000 <br />Cuyahoga County residents (including the City of Cleveland) are homeless at one point or another during <br />a year. This includes the common notion of individuals in shelters or on the street, and situations such <br />as persons and families sleeping in their auto. The organizations that provide shelter for the homeless <br />have recently begun to ask persons the zip code of their last residence, improving the available data <br />concerning the countywide geographic' distribution of homelessness situations. The Cleveland/Cuyaboga <br />County Office of Homeless Services is now considering other changes in the survey form being used by <br />shelters, such as potentially asking the city of last residence, which would improve information in <br />situations where zip codes overlap municipal or neighborhood boundaries. <br /> <br />Housing Characteristics of Low and Moderate Income Persons with Special Neea* <br /> <br />Within the low- and moderate income populati~n of Lakewood, there are a number of "special needs" <br />categories of persons. Due to health, age, or medical conditions, these persons are often not able to take <br />care of themselves alone, need housing with design modifications, have insufficient income, or are unable <br />to hold steady employment. HUD and the State of Ohio have provided methodologies for cities to prepare <br />estimates of supportive housing needs for the following groups. The estimates for Lakewood are as <br />follows (Consolidated Plan, Needs Assessment, Populations with Special Needs section starting on page <br />146; Lakewood CHAS Table 1E, Appendix A): <br /> <br />, Elderly: 430 additional subsidized units to address the current situation of very low income <br />households (0%-50% of MFI) paying more than 50% of gross income for gross housing costs, <br />including utilities. <br />, Frail Elderly: 50 additional assisted living units and nursing care beds. <br />* Persons with Developmental Disabilities: 25 additional units. <br />· Persous with Mental Disabilities: 135 additional un/ts. <br />· Persons with Physical Disabilities: 275 additional units. <br />· Persons with Drug/Alcohol Addictious: 35 persons living in poverty and cun'ently not <br />receiving treatment, who need a supportive housing setting as part of their rehabilitation. <br />· Persons with AIDS: 55 additional units. <br /> <br />FY 1995 HUD Consolidated Plan 8 <br />DRAtT <br /> <br />City of l. xtkewood, Ohio <br /> <br /> <br />
