RESOLUTION NO. 7045-~5 BY: Boscia, Flannery, George, ' <br /> -- :~ Gibbons, Roth, Seelie, Smith <br /> <br /> A RESOLUTION to support the passage of HB 117 now <br />before the Ohio Senate. <br /> <br /> WHEREAs, our citizens of Lakewood who are age 65 and <br />over and those who are prevented from working due to a permanent <br />disability are especially vulnerable to the pressures of economic <br />inflation, and <br /> <br /> WHEREAS, the age 65 and over and work disabled <br />population of Cuyahoga County total more than 300,000 people, and <br /> <br /> WHEREAS, Ohio voted real property taxes have <br />increased 85.1% which is well beyond the growth of personal <br />income during the decade ending 1993, and <br /> <br /> WHEREAS, the inflation rate of the ten year period <br />increased 45% in Ohio, but eligibility rules for the Homestead <br />Exemption have remained constant since the reform of 1987, and <br /> <br /> WHEREAS, an additional 11,824 households in Cuyahoga <br />County, including 975 Lakewood alone, will have an opportunity to <br />benefit from what for many is an onerous real property tax burden <br />if the Homestead Exemption eligibility ceiling is raised to <br />$20,000, and <br /> <br /> WHEREAS, Governor Voinovich has taken the initiative <br />by allocating $34 million in funding in the 1996-97 Ohio biennial <br />budget proposal to implement an increase in the income <br />eligibility ceiling from $16,500 to $20,800 with corresponding <br />adjustments to the intermediate brackets, AND <br /> <br /> WHEREAS, the Ohio House has, on April 6, 1995, passed <br />HB 117, which incorporates the expansion of Homestead benefits <br />for retirement age and disabled property owners; now, therefore <br /> <br />OHIO: <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF <br /> <br /> Section 1. That this Council supports HB 117 which <br />calls for Homestead Exemption reform. <br /> <br /> Section 2. That the Clerk of Council be and is <br />hereby authorized and directed .to forward a certified copy of <br />this resolution to Ohio Governor George yoinovich, Senate <br />President Stanley Aronoff, Senators Drake, Kuclnich, Sheerer and <br />Suhadolnik and to Senator Roy Ray, Chairperson of the Senate <br />Finance Committee. <br /> <br />Adopted: <br /> ~ ' <br /> <br />Clerk <br /> <br /> <br />
