RESOLUTION NO. '~ i'~ ~ ' ~ ~ <br /> <br />BY:Bosc±a, <br /> <br />Flannery, George, Gibbons, <br />Roth, Seelie, Smith <br /> <br /> A RESOLUTION to commend David R. Harbarger for his public service as <br />Mayor of the City of Lakewood. <br /> <br /> WHEREAS, David R. Harbarger, was appointed Law Director of the City of <br />Lakewood in 1988 and was sworn in as Acting Mayor in January of 1991 to serve the last <br />year of Mayor Sinagra's term, and <br /> <br /> WHEREAS, in the fall of 1991 Mayor Harbarger was elected to a full four- <br />year term as Mayor, and <br /> <br /> WHEREAS, the years under his leadership are distinguished in that his <br />Administration sought to build an alliance with other City leaders, including school <br />officials, church leaders, business owners and citizens in deciding critical issues facing <br />the City, and <br /> <br /> WHEREAS, Mayor Harbarger received national recognition for his <br />uncompromising stance on drunk driving, his effectiveness in providing persons with <br />disabilities access to housing and internationally recognized for his support of the <br />MacBride Principals; a law unprecedented among local municipalities for its bold <br />language in combating discrimination practices among contractors doing business with <br />the City, and locally noted for his appointments of women to leadership positions in his <br />Administration, and <br /> <br /> WHEREAS, Mayor Harbarger took a personal, active interest in ensuring the men <br />and women of our armed services, past and present were honored and taken to heart <br />throughout the year but especially on national days of remembrance, and <br /> <br /> WHEREAS, Mayor Harbarger's eloquence and statesmanship saw the City <br />of Lakewood through some difficult times, and <br /> <br /> WHEREAS, it is only fitting and proper that such outstanding public <br />service rendered by David R. Harbarger, be given public cognizance and recognition; <br />now, therefore, <br /> <br /> BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That this Council extends to David R. Harbarger, its <br />appreciation and the appreciation of all of the citizens of this community for his years of <br />distinguished public service' as Mayor of the City of Lakewood and further that this <br />Council wishes him continued years of success, health and prosperity. <br /> <br /> Section 2. That the Clerk of Council be and is hereby authorized and <br />directed to forward a certified copy of this resolution to David R.
