~UTIONNO. 7124-96 BY: Corrigan, Flannery, Roth, Seelie, Smith A RESOLUTION adopting the Citizen Participation Plan for the purpose of enco~aging citizens to parcic/pate in developing and amending the consolidated plan and perfiarmance report submitted to HUD, as required by 24 CI~ 91.105. WHEREAS, the Secretary of the Department of Housing and Urban Development (HUI~,/s author/zed by various federal act to make grants to units of general local govermnent to finance community development programs; and WHE~S, Under current regulations, the City is required to submit a Consolidated Plan to, serve as a planning document and application for various HUD programs, including Com~anity Development Block Grant funds, HOME Investment Partnership funds, and Emeegeucv Shelter Grant funds; and '~HEREAS, the City of Lakewood continues to participate in various grant programs operated by HUD and such funds are necessary to accomplish the City's community devete~ent goals; and WHEREAS, current regulations require that the City formally adopt its citizen partki~tiOn plan to encourage citizens to participate in developing and amending the consol~ted plan and performance report submitted to HUD; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section I. That the Citizen Participation Plan as set forth in attached Exhibit A ks hereb~ adopted to encourage citizens to participate in the development of the consolidated plan, aay substantial amendments thereto, and the performance report submitted to HUD, as re.red by 24 Cl~ 91.105. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council. and that all such deliberation of the Council and of any of its committees that restfl~in such formal action were in meetings open to the public in compliance with all legal ~uirements. ~'//._~ President
