Ohio, as submitted by the Lakewood Department of Planning and Development, and as further accepted and approved by the Citizens Advisor3,' Committee of Lakewood, Ohio. WHEREAS. on June 2. 1997, Lakewood City Council adopted Ordinance No. 26-97 amending Section 153.15 of the Administrative Code of the Codified Ordinances to designate a neTM Improvement Target Area within the City of Lakewood. Ohio in connection with carrying out programs in such areas pursuant to the Housing and Community Development Act of 1974, as amended, and related matters; and WHEREAS, Ordinance No. 26-97 authorizes the Department of Planning and Development of the City of Lakewood to prepare proposals t'or the designation of a new Improvement Target Area consistent with stipulated criteria for street infrastructure and housing condition; and WHEREAS, the Department of Planning and Development has prepared and proPOsed a new Improvement Target Area that exceeds all qualifying requirements for su'eet intrasm~ture and housing conditions contained in Ordinance No. 26-97; and WHEREAS, the new Improvement Target Area is described and depicted in the document, CITY OF LAKEWOOD - IMPROVEMENT TARGET AREA DESCR/PTION, attached hereta as Attachment I and incorporated herein by this reference: and WHEREAS. the new Improvement Target Area replaces and supersedes an existing Improvement Target Area, accepted and approved by Lakewood City Council on July 21, 1986 under Resolution No. 6069-86; and WHEREAS, the new Improvement Target Area designates specific targeted streets as eligible for Community Developmem Block Grant funding to aid in the tx~vention and/or elimination of slum and blight, as locally defined in Ordinance No 26-97; and WHEREAS, the new Improvement Target Area has been reviewed, accepted and approved by the Citizens Advisory Committee of Lakewood. Ohio; and WHEREAS, in order to expend Community Development Block Grant dollars in the new Improvement Target Area, such targeted area must be accepted and approved by Lakewood City Council; and WHEREAS. the Council of the City of Lakewood has reviewed the new Improvement Target Area and now wishes to express its acceptance and approval of such Improvement Target Area: now. therefore. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF LAKEWOOD. STATE OF OHIO: Section 1. The Council of the City of Lakewood hereby approves and accepts the Improvement Target Area for the City of Lakewood. Ohio. as submitted by the Department of Planning and Development and described herein, and as further accepted and approved by the Citizens Advisory Committee of Lakewood. Ohio. Said Improvement Target Area shall become effective as of January I. 1998. and shall 5arther replace and supersede any and ail existing Improvement Target Areas.
