RESOLUTION NO. 7269-97 BY: Boscia, Corrigan, Flannery', George, Roi:h, Seelie, Smith A RESOLUTION amending the FY 1997 One-Year Action Plan of the Consolidated Plan and authorizin~ and directing dee Mayor to submit the FY 199~ One-Year Action Plan of the Consolidated Plan. which includes a suimantial change in dollar allocation for federal Community Development Block Grant (CDBG) funds and incorporates the City's applknlion for CDBG funds, HOME Investment Pntme~ip funds, Emergsn~ Shelter Grant (ESG) funds, and all amendments thereto and all undmtandings and ~ contained therein, to the U.S. Department of Housing and Urban Development (HUD). WHEREAS, the Senmmry of HUD is authorized by various Federal Acts to make grants to uni= of gsa=al Io~al ~wramant to finance community de~dopment progran~ and WHEREAS, ltUD requites units of general local government to incorporate the Comprehensive HousingAffordebility Strate8~ (CHAS) into a Consolidated Plan; and WHEREAS, the Cky is annually.tequirecL wi~ I~ participation and approval of its Citizens Advisory Committee (CAC), to submit a One-Year Action lqan update of the Consolidated Plan to serve as a planning document and apptkation for ~ year ~ for various HUD ptogram~ in~fuding CDBG fua~, ItOME ~ent Parmetship faad~ ami ESG thad~ and WI~REAS, ~ C~ty has previously submitted the FY ~997 One-Year Action Plan of the Conso~_-~a Plan and now desires to amend a provision at'tis= A~tion Plan to allow the Cky to include FY 1997 as part of a throe-year certification for the expondimeof CDBG Funds; and WHEREAS, lbe CAC has reviewed and approved a substantial change to move the CDBG dollar allocation of $42731.82 ~om the Program entitled, "Sidewalk Assessment,* to the Program WHEREAS, the C~ty ~ to apply for FY 19~J~ federal grants and has, in that connection and as required by and imsuant to the various Federal Aris and Re;ulations of HUD, prepared a FY 1998 One-Year Action ,-"-~. of tim Consolidated Plan, idsich incoqxn~ the City's application for federal CDBG funds, HOME Investment Pmne~dp fn,~. That the FY 1997 One-Yanr Action Plan of the Consol~_-___*~_ Plan, as reviewed and approved bythe CAC, is hereby amended to allow the City to include FY 1997 an part of a thren-year certification for the expenditure of CDBG Funds. Section2. That the substantial chang= to move the CDBG dollar allocation of $42,731.81 from the Pmgonn entitled. That the Mayor is hereby amborized and directed to submit to HUD the FY 1998 One-Year Action Plan of the Consolid_n___ted P~n. as reviewed and approved by the CAC, which incorporates the City's applicatian for federal CDBG funds.
