COMMITTEE OF WHOLE 10/19/98. <br />A~NDED AT 11/9/98 C of Whole Meeting. <br /> <br />RESOLUTION NO. 7346-98 BY: Corrigan, Fiannery, George, Roth, <br /> Seelie, Skindell, Smith <br /> <br /> A RESOLUTION authorizing and directing the Mayor to submit the FY 1999 One-Year <br />Action Plan of the Consolidated Plan, which includes substantial changes in dollar allocations for <br />federal Community Development Block Grant ("CDBG") funds and Emergency Shelter Grant <br />("ES(}") funds, and incorporates the City's application for CDBG funds, HOME Investment <br />Partnership funds, ESG funds, and all amendments thereto and all understandings and assurances <br />contained therein, to the U.S. Deparunent of Housing and Urban Development (HUD). <br /> <br /> WHEREAS, the Secretary of HUD is authorized by various Federal Acts to make grants to <br />units of general local government to finance community development programs; and <br /> <br /> WHEREAS, HUD requires units of general local government to incorporate the <br />Comprehensive Housing Affordability Strategy (CHAS) into a Consolidated Plan; and <br /> <br /> WHEREAS, the City is annually required, with the participation and approval of its <br />Citizens Advisory Committee CCAC"), to submit a One-Year Action Plan update of its <br />Consolidated Plan to serve as a planning document and application for fiscal year allocations for <br />various HUD programs, including CDBG funds, HOME Investment Partnership funds, and ESG <br />funds; and <br /> <br /> Whereas, the CAC has reviewed and approved an amendment to the FY 1998 One-Year <br />Action Plan of the Consolidated Plan to reflect a three-year certification for the expenditure of <br />CDBG fnnds for 1997, 1998 and 1999; and <br /> <br /> WHEREAS, the CAC has reviewed and approved a substantial change to move the CDBG <br />dollar allocation of $6,855.53 remaining from previous years' funding from the Program entitled, <br />"A New Day Adult Day Care Center - Student Child/Elder Intern,." to the Program entitled, <br />"Lakewood Division of Aging - Elder Abuse/Care Management;" and <br /> <br /> WHEREAS, the CAC has reviewed and approved a substantial change to move the CDBG <br />dollar allocation of $9,935.14 from previous years' funding from the Program entitled, "Beck <br />Center for the Cultural Arts - New Restrooms for the Physically Challenged," to the Program <br />entitled, "Economic Development Fund;" and <br /> <br /> WHEREAS, the CAC has reviewed and approved a substantial change to move an <br />unanticipated ESG dollar allocation from additional FY 1998 funding of $31,000 as follows: (i) <br />$21,700 additional awarded to T~mplum Homeless Shelter, and (ii) 89,300 additional awarded to <br />the Lakewood Foundation; and <br /> <br /> WHEREAS, the City proposes to apply for FY 1999 federal grants and has, in that <br />connection, and as required by and pursuant to the various Federal Acts and Regulations of <br />HUD, prepared a FY 1999 One-Year Action Plan of the Consolidated Plan, which incorporates <br />the City's application for federal CDBG funds, HOME Investment Partnership funds, ESG <br />funds, and community development objectives and projected use of funds, and which contains <br />local objectives, a description of activities to be undertaken, a budget, and certifications in the <br />form or assurances; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD. STATE OF OHIO: <br /> <br /> Section 1. That the FY 1998 One-Year Action Plan of the Consolidated Plan, <br />as reviewed and approved by the CAC. is hereby amended to reflect a three-year certification for <br />the expenditure of CDBG funds for 1997. 1998 and 1999. <br /> <br /> <br />
