Section 2. That the substantial change in the amount of $21,056 allocated to the <br />administrative line item of the FY 1999 CDBG budget, as a result of the City of Lakewood receiving an <br />additional $21,056 of CDBG funds during 1999, as reviewed and approved by the CAC, is hereby <br />approved and the Mayor is hereby authorized and directed to submit to HUD such substantial change as <br />included in the FY 2000 One-Year Action Plan of the Consolidated Plan. <br /> <br /> Section 3. That the substantial change to authorize a new activity for the 1999 <br />budget to which $32,000 had been allocated to the Lakewood Christian Service Center, noting that the <br />new activity will be a follow-up service review program for clients seeking assistance at the same agency, <br />as reviewed and approved by the CAC, is hereby approved and the Mayor is hereby authorized and <br />directed to submit to HUD such substantial change as included in the FY 2000 One-Year Action Plan of <br />the Consolidated Plan. <br /> <br /> Section 4. That the substantial change to authorize a change in the commercial <br />portion of the previously approved Improvement Target Area (Resolution 7250-97 (September 2, 1997)) <br />to include all commercial and industrial zoned parcels in the City that have not participated in the <br />Storefront Renovation Program of the City of Lakewood in the past five (5) years prior to application to <br />said program, noting that this recommendation was made with the understanding that, with the adoption <br />of a new Improvement Target Area by Lakewood City Council, all parcels designated in the Improvement <br />Target Area will need to meet applicable standards for the Target Area after inspections by the Lakewood <br />Building Department, as reviewed and approved by the CAC, is hereby approved and the Mayor is hereby <br />authorized and directed to submit to HUD such substantial change as included in the FY 2000 One-Year <br />Action Plan of the Consolidated Plan. <br /> <br /> Section 5. That the Mayor is hereby authorized and directed to approve the FY <br />2000 Five Year Consolidated Plan to be submitted by the Cuyahoga Housing Consortium on behalf of <br />Cleveland Heights, Euclid, Lakewood, Parma and the Cuyahoga County Urban County. <br /> <br /> Section 6. That the Mayor is hereby authorized and directed to submit to HUD the <br />FY 2000 One-Year Action Plan of the Consolidated Plan, as reviewed and approved by the CAC, which <br />incorporates the City's application for federal CDBG funds, HOME Investment Partnership funds, ESG <br />funds, and all amendments thereto and all understandings and assurances contained therein. <br /> <br /> Section 7. That the Mayor is hereby authorized and directed to act in connection <br />with submission of the FY 2000 One-Year Action Plan of the Consolidated Plan and to provide such <br />additional information as may be required. <br /> <br /> Section 8. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this Resolution were adopted in an open meeting of this <br />Council, and that all such deliberations of this Council and any of its committees that resulted in such <br />formal action, were in meetings open to the public, in compliance with all legal requirements. <br /> <br />Adopted: <br /> P'RE~fDENT <br /> <br /> <br />
