12650 DETROIT AVENUE * 4,4107 .... 216/521-75B0 <br /> <br />CITIZENS ADVISORY COMMITTEE <br /> OF I.AKEWOOD, OHIO <br /> <br />October 9, 2000 <br /> <br />Lakewood City Council <br />Lakewood, Ohio 44107 <br /> <br />Re: Allocation Recommendations for <br /> Fiscal Year 2001 Federal Block Grant Dollars <br /> <br />Dear Members of Lakewood City Council: <br /> <br /> The Citizens Advisory Committee of Lakewood, Ohio ("CAC") held its last of six (6) scheduled <br />meetings with a second public hearing on September 21, 2000. At that last meeting, Mayor Cain and members <br />of her Administration presenied their recommendations for allocation of Fiscal Year 2001 federal block grant <br />funds.1 Following the public hearing portion of the September 21st meeting, the CAC discussed all funding <br />requests in light of next year's goals and objectives, which were approved along with the FY 2001 Consolidated <br />Plan. Our CDBG.recommendations for City Council are summarized in the attached Exhibit A. Our <br />recommendations for the Emergency Shelter Grant Program and the HOME Program are attached in Exhibit B. <br /> <br /> Of particular importance to the CAC was providing the maximum allowable in CDBG funds for Public <br />Services programming. Entitlement communities are only allowed to allocate and expend a maximum of fifteen <br />percent (15%) of their total grant for Public Services. Our recommendations include funding of $384,000 for <br />six (6) programs under the category of Public Services. This amount is at the maximum permitted. <br /> <br /> The recommendations attached were agreed to by the CAC as a whole. These recommendations were <br />made after much review, questioning and discussion. With the assistance of the Administration, especially in <br />providing estimates of expected year-end can'y-forward amounts for each program, we believe the allocation <br />recommendations will greatly assist each of these worthwhile programs to serve the Lakewood community next <br />year. <br /> <br /> This year, the CAC gave even more scrutiny to projected can'y-forward amounts that have been <br />provided to the Committee since Mayor Cain began including this information several years ago. These carry- <br />forward amounts are an important consideration to include in the decision making process for allocating new <br />dollars. In response to a request from the CAC one year ago, carry-forward amounts were provided to the CAC <br />at our very first meeting, prior to the presentation meetings. Having these estimated carry-forward amounts, <br />prior to the presentation meetings, allowed us to review each application more carefully during the three (3) <br />presentation meetings. <br /> <br />The federal grant funds include Community Development Block Grant ("CDBG"), Emergency Shelter Grant ("ESG") and HOME <br />program dollars· <br /> O Printed on rccycled paper. <br /> <br /> <br />
