WHEREAS, the World Health Organization has found that the quality of U.S. health care is <br />ranked 37th in the world and further found that countries with universally available care financed by broad <br />taxes have the best health care; and <br /> <br /> Wl:Ilr. REAS, our country needs a health care system that guarantees access to quality health care <br />for everyone, whether employed or not, while ensuring free choice of doctors and hospitals, thus <br />preserving the patient/doctor relationship; and <br /> <br /> WI~EREAS, the Cleveland AFL-CIO Federation of Labor and A.F.S.C.M.E. Ohio Council 8 <br />unanimously adopted a resolution supporting a non-profit national health care insurance plan which is <br />publicly financed and guarantees comprehensive and lifetime coverage for all; and <br /> <br /> WttEREAS, the Cleveland City Council unanimously passed a resolution in July of. 2000 <br />supporting the Cleveland AFL-CIO Federation of Labor's call for a national health care insurance plan; <br /> <br /> WI~EREAS, this resolution constitutes an emergency measure for the immediate preservation of <br />public peace, property, health or safety, now, therefore: <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That this Council supports the Cleveland AFL-CIO Federation of Labor and <br />A.F.S.C.M.E. Ohio Council 8's call for a non-profit national health care insurance plan, which is publicly <br />funded and guarantees comprehensive and lifetime coverage for al!; <br /> <br /> Section 2. That the Clerk of Council be and she is hereby authorized and directed to forward <br />certified copies of this reSOlution to the offices of President George W. Bush, Vice President Dick <br />Cheney, the Senate Majority Leader, the Speaker of the House, U.S. Senators DeWine and Voinovich, <br />U.S. Representatives Brown, Kucinich, LaTourette, Oxley, Regula, Sawyer, and Tubbs-$ones, and the <br />Secretary of the Department of Health and Human Services and that a copy of this resolution be spread <br />upon the minutes of this meeting <br /> <br /> Section 3. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this Council, and that all <br />such deliberation of Council and of any of its committees that resulted in such formal action were in <br />meetings open to the public in compliance with all legal requirements. <br /> <br />Adopted: ~ ~ 2- 0 o. l/ <br />Approved: ~ ~ <br /> <br />l~res~dent <br />Mayor /, <br /> <br /> <br />
