RESOLU~ON NO. 7589-01 BY: Corrigan, FitzGerald, George, Roth, Seelie, Skindell, Smith. A RESOLU'I'[ON authorizing the Mayor, on behalf of the City of Lakewood, Ohio, and in Joint participation with the First Suburbs Consortium of Northeast Ohio Council of Governments (~FSC"), and its members therein, the County Commissioners of Cuyahoga County, Ohio (the "County"), and the Cleveland and Gund. Foundations and other finandal institutions and utilities (the "Other Participating Entities~ to assist in the funding of a consultant for the purpose of conducting the FSC Housing Initiative in order to assess the housing market of the first ring suburbs and idenUfy appropriate strategies for specif'm housing types and recommend related programs and other financial incentives necessary to strengthen the housing market. WHEREAS, the City desires to participate and cooperate with the FSC, the County and the Other Participating Entities in the formulation of the FSC Housing Initiative; and WHEREAS, the FSC, the County and the Other Participating Entities desire to conduct such a housing study and have agreed to share in the cost of such study; and WHEREAS, the First Suburbs Consortium Council of Govemments will act as fiscal agent and project manager for the FSC Housing Initiative, and WHEREAS, the FSC, after an extensive Request for Proposal process, has entered into an agreement with a consultant team to undertake such housing study, and WHEREAS, the City could benefit from such a study by obtaining recommendations on how to Increase the competitiveness and strength of the first ring suburbs housing market, and WHEREAS, the City could further benefit from recommendations on related financial incentives and programs to increase owner occupancy and improve the futura marketability of specific unique housing types existing in the City including two-family structures and Post World War ]~ bungalows; NOW THEREFORE, BE TI' RESOLVED BY THE CTI'Y OF LAKE'WOOD, STATE OF OHIO: Section l. That the Mayor, on behalf of the Oty, is hereby authorized to join with the FSC, the County and the Other Participating Entities in funding a consultant for the purpose of conducting the FSC Housing Initiative. Section 2. The city's portion of said funding shall be paid to the First Suburbs Consortium of Northeast Ohio Council of Governments and shall not exceed $15,000. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Resolution were adopted in an open meeting of this council, and that all such deliberation of the Coundl and of any of its committees that resulted in such formal action were in meetings open to the public and in compliance with all legal requirements.
