PLACED ON 1ST READ & REFERRED TO THE FINANCE COMMITTEE <br /> 3/4/02. <br /> PLACED ON 2ND READING 3/18/02. <br /> <br />RESOLUTION NO.: 7635-02 <br /> <br />BY: Corrigan, Dunn, FitzGerald, George <br /> Roth, Seelie, Skindell <br /> <br /> AN EMERGENCY RESOLUTION authorizing and directing the Mayor or her designee to <br />enter into an agreement with the Cuyahoga County Health Department and the Cuyahoga County <br />Department of Development (the "COUNTY") to accept and expend federal grant funds awarded to the <br />City of Lakewood to participate in the Lead Safe Cuyahoga C'LSC") Lead-Based Paint Hazard Control <br />Program. <br /> <br /> WHEREAS, the City of Lakewood, in partnership with.the COUNTY, has been awarded a <br />federal grant through the Lead Safe Cuyahoga Lead-Based Paint Hazard Control Program, not to exceed <br />Two Hundred Rfty Thousand Dollars ($250,000.00); and <br /> <br /> WHEREAS, the grant awarded to the City of Lakewood is part of $2.7 million that has <br />been awarded to the COUNTY to address lead paint removal, containment, testing for lead and lead <br />screenings; and <br /> <br /> WHEREAS, the purpose of the Lead Safe Cuyahoga Lead-Based Paint Hazard Control <br />Program is aimed at protecting "at dsk# children from the health effects of lead paint poisoning; and <br /> <br /> WHEREAS, given the age of Lakewood's housing stock, it is important that the City <br />educate and assist its homeowners with regard to lead-based paint to ensure a safe living environment <br />for families with young children; and <br /> <br /> WHEREAS, the Division of Community Development will administer this grant award to <br />assist income-eligible Lakewood residents, who have children under the age of six (6), by assessing <br />potential lead-based paint hazards and providing the funding to eliminate or contain those hazards; and <br /> <br /> WHEREAS, this Coundl by a vote of at least five (5) members elected thereto determines <br />that this resolution Is an emergency measure, and that this resolution shall take effect at the earliest <br />date possible as set forth in ARTICLE Il/, SECTIONS 10 and 13 of the SECOND AMENDED CHARTER OF <br />THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public peace, <br />property, health, safety and welfare, and to provide for the usual dally operation of munidpal <br />departments in that this resolution is.necessary to enter into an agreement with Cuyahoga County by the <br />effective April 1, 2002 start date of the grant time pedod. NOW THEREFORE, <br /> <br />BE TI' RESOLVED BY THE CITY OF LAKEVVOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Council of the City of Lakewood hereby authorizes the Mayor or <br />her designee to enter into an agreement with the Cuyahoga County Health Department and the <br />Cuyahoga County Department of Development (the "COUNTY") for the purpose of accepting and <br />expending federal grant funds, in an amount not to exceed Two Hundred Rfty Thousand Dollars <br />($250,000.00), awarded to the City of Lakewood to partidpate in the Lead safe Cuyahoga ("LSC") <br />Lead-Based Paint Hazard Control Program <br /> <br /> Section 2. That the Coundl of the City of Lakewood hereby determines that entedng <br />into an agreement with the COUNTY and expending the above said funds is in the best interest of the <br />public health, safety, and welfare of the City of Lakewood. <br /> <br /> Section 3. It is found and determined that all formal a~dons of this Council <br />concerning and relating to the passage of this Resolution were adopted in an open meeting of this <br />Council, and that all such deliberaUons of this Coundl and of any of its committees that resulted in such <br />formal action were In meeUngs open to the public in compliance with all legal requirements. <br /> <br /> Section 4. That thls resolution is hereby declared to be an emergency measure <br />necessary for the immediate preservation of the public I~eace, property, health, safety and welfare in <br />the City Of Lakewood and for the usual daily operation of'the City for the reasons set forth and defined <br />in the preamble to this resolution, and provided it receives the affirmative vote of at least five (5) of its <br />members elected to Coundl, this resolution shall take effect and be in force immediately upon its <br />adoption by the Coundl and approval by the Mayor otherwise, it shall take effect and be in force after <br /> <br />the earliest period allowed by law. <br /> <br />Adopted: (J <br /> <br />Approved: <br /> <br />President <br /> <br />Mayor <br /> <br /> <br />
