WHEREAS, Lakewood, Cleveland Heights, Euclid and Parma are each <br />geographically contiguous to the' boundaries of the Urban County Community Development <br />Block Grant entitlement area; moreover, each municipality is within the geographic boundaries <br />of Cuyahoga County; and <br /> <br /> WHEREAS, the City of Lakewood will be entitled to approximately thirteen (13%) <br />pement of the Consortium's annual allocation of grant funds from the Federal Government by <br />joining this Consortium; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this resolution is an emergency measure, and that this resolution shall take <br />effect at the earliest date possible as set forth in ARTICLE 111, SECTIONS 10 and 13 of the <br />SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, to provide for the <br />immediate preservation of the public property,.health and safety, and to provide for execution of <br />the renewal agreement by June 30, 2002 as required by Cuyahoga County; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor of the City of Lakewood be and she is hereby <br />authorized to enter into an amended and restated contract with the cities of Cleveland Heights, <br />Euclid, Parma and the County of Cuyahoga, Ohio, by which each party agrees to continue to <br />participate in the Cuyahoga Housing Consortium for the purpose of making joint application for <br />and administering federal funds available under the HOME Program, said funds authorized by <br />the Cranston-Gonzales National Affordable Housing Act of 1990. <br /> <br /> Section 2. That the Director of Law is hereby authorized and directed to <br />review any and all documents related to said Consortium and to negotiate such changes to the <br />documents, as the Director deems necessary to protect the public interest. <br /> <br /> Section 3. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this Resolution were adopted in an open meeting of <br />this Council, and that all such deliberations of this Council and of any of its committees that <br />resulted in such formal action were in meetings open to the public in compliance with all legal <br />requirements. <br /> <br /> Section 4. That this Resolution is hereby declared to be an emergency <br />measure for the reasons set forth and defined in the preamble of this Resolution, and providing <br />it receives the affirmative vote of at least, five (5) of its members elected to Council, this <br />Resolution shall take effect and be in force at the earliest date possible upon its adoption by the <br />Council and approval by the Mayor. <br /> <br />Cle~. <br />Mayor / <br /> <br /> <br />
