PLACED ON 1ST READING & REFERRED TO <br />THE PUBLIC WORKS COMMITTEE 9/16/02. <br /> <br />RESOLUTION NO. 7696-02 <br /> <br />BY: Corrigan, Dunn, FitzGerald, George, <br /> Roth, Seelte, Sktmdell. <br /> <br /> A RESOLUTION approving the Amended Improvement Target Area for the City of <br />Lakewood, Ohio. <br /> <br /> WHEREAS, on June 2, 1997, Lakewood City Council adopted Ordinance No. 26-97 <br />amending Section 153.15 of the Administrative Code of the Codified Ordinances to designate a new <br />Improvement Target Area within the City of Lakewood, Ohio in connection with carrying out programs <br />in such areas pursuant to the Housing and Community Development Act of 1974, as amended, and related <br />matters; and <br /> <br /> WHEREAS, Section 153.15 of the Administrative Code of the Codified Ordinances <br />authorizes the department of Planning and Development of the City of Lakewood to prepare proposals for <br />the designation of Improvement Target Areas consistent with stipulated criteria for street infrastructure <br />and housing condition; and <br /> <br /> WHEREAS, the Department of Planning and Development has prepared and proposed an <br /> Amended Improvement Target Area to include Belle Avenue between Detroit Avenue and Lake Avenue, <br /> which exceeds all qualifying requirements for street infrastructure and housing conditions contained in <br /> Section 153.15 of the Administrative Code of the Codified Ordinances; and <br /> <br /> WHEREAS, the Amended Improvement Target Area is described and depicted in the <br /> document, CITY OF LAKEWOOD - AMENDED IMPROVEMENT TARGET AREA DESCRIPTION, <br /> attached hereto as ATrACHMENT I and incorporated herein by this reference; and <br /> <br /> WHEREAS, the Amended Improvement Target Area designates the above referenced <br />portion of Belle Avenue as eligible for Community Development BlOCk Grant funding to aid in the <br />prevention and/or elimination of slum and blight, as locally defined in Section 153.15 of the <br />Administrative Code of the Codified ordinances; and <br /> <br /> WHEREAS, in order to expend Community Development Block Grant dollars in the <br />Amended Improvement Target Area, such targeted area must be accepted and approved by the Citizens <br />Advisory Committee and Lakewood City Council; now, therefore, <br /> <br /> BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. The Council of the City of Lakewood, upon recommendation by the <br />Citizens Advisory Committee of Lakewood, Ohio, hereby approves and accepts the Amended <br />Improvement Target Area for the City of Lakewood, Ohio, as submitted by the Department of Planning <br />and Development and described herein. Said Improvement Target Area shall become effective as of <br />January 1, 2003 and shall amend the existing Improvement Target Areas. <br /> <br /> Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this Resolution were adopted in an open meeting of this <br />Council, and that all such deliberations of this Council and of any of its committees that resulte21 in such <br />formal action were in meetings open to the public in compliance with all legal requirements. <br /> <br /> Section 3. That the Clerk of Council be and she is hereb~y._authorized and directed to <br />forward a copy of this Reso!ution to the Department of Planning and Obv-'e{opment for the City of <br />Laxewood, Ohio to keep aha maintain on file as proper documentation of the establishment of the <br />Amended Improvement Target Area for the City of Lakewood, Ohio. ] <br /> <br />Adopted: <br /> <br />President <br /> <br />Attachment: ATTACH~IENT I ~ <br /> <br /> <br />
