RESOLUTION NO, 7807-03 ~eorge, Roth, Seelie. AN EMERGENCY RESOLUTION authorizing and directing the Chief of Police, on behalf of the City, to accept an expend grant funds from the Bureau of Justice Assistance for the purpose of installing digital video recording equipment in the Lakewood Police Departments marked cruisers through the Local Law Enforcement Block Grant Award. WHEREAS, the Local Law Enforcement Block Grant Award is allocated Lo units of local government to underwrite projects to reduce crime and improve public safety; and HEREAS, the Department of Public Safety, Division of Police, will receive $18, 188 to instatl Tn-car videos to achieve those ends, WHEREAS, this Council by a vote of at least five (S) members elected thereto determines that this ordinance is an emergency measure, and that this ordinance shall take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that this resolution is necessary to enter into the grant agreement in a timely manner. Now, therefore, BE IT RESOLVED BYTHE CITY OF LAKEWOOD, STATE OF OHIO Section 1. That the Chief of Police, on behalf of the City, be and is hereby authorized and directed to accept an award from the Bureau of Justice Assistance in the amount of $18, 188 for the purchase of an In-Car Video system through the Local Law Enforcement Block Grant Award. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Resolution were adopted in an open meeting of this Council, and that all such deliberation of the Council and any of committees that resulted in such formal action were in meetings open to the public and in compliance with all legal requirements. Section 3. That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, property, health, s~fety and welfare in the City and for t~e usual daily operation of the City for the reasons set forth and defined in the preamble to this ordinance, and provided it receives the affirmative vote of at least five (5) of its members elected to Council, this ordinance shall take effect and be in force immediately upon its adoption by the Council
