<br />the fight to restore the statutory formulas for library and iocal government support <br />before the Ohio General Assembiy. <br /> <br />Section 2. A similar commendation is hereby made for the leaders and staff of <br />the Ohio Library Council, the Ohio Municipal League, the Ohio Parks & Recreation <br />Association, the County Commissioners Association of Ohio, and the Ohio Townshiþ <br />Association for their efforts to aiert the candidates for and members of the Ohio <br />General Assembly of the importance of restoring the statutory formulas for the three <br />state locai government funds and the losses and damages caused by the last two <br />biennial budgets' cuts and freezes of those funds, exceeding $340 million dollars. <br /> <br />Section 3. The Mayor and Council of the City of Lakewood join in the call for a <br />return to the statutory formulas for state local government funds and a restoration to <br />the stable financing to which libraries and local governments are entitled and for which <br />prior General Assemblies promised to keep; <br /> <br />Section 4. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this Ordinance were passed in an open <br />meeting of this Council and that all deliberations of this Council and any of its <br />committees that resulted in such actions were in meetings open to the public and in <br />compliance with legal requirements. <br /> <br />Section 5. That this resolution is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the public peace, property, <br />health, safety and welfare in the City and for the usual daily operation of the City for <br />the reasons set forth and defined in the preambie to this ordinance, and provided it <br />receives the affirmative vote of at least five (5) of its members elected to Council, this <br />resolution shall take effect and be in force immediately upon its adoption by the Council <br />and approval by the Mayor otherwise, it shall take effect and be in force after the <br />earliest period allowed by law. <br /> <br />Adopted: f}(~ If, )-0.
