<br />PLEASE SUBSTITUTE FOR RESOLUTION NO 7961.05 <br />(Deferred 2~7-OS) <br /> <br />RESOLUTION NO' 7961-05 <br /> <br />BY· <br /> <br />A RESOLUTION amending resolution 7950-04, extending the time for action by <br />the Clean Air Commission to complete their study~x¡ Mþrg\J-U, 2005. <br /> <br />WHEREAS City Council formed a commission to explore the ramifications of <br />implementing a Clean Indoor Air Act to protect the health of workers and fammes <br />in the City of Lakewood, <br /> <br />WHEREAS smoking is the leading cause of preventable death and has negative <br />health impacts on people at all stages of life, and <br /> <br />WHEREAS secondhand tobacco smoke is Ohio's third leading cause of <br />preventable death and harms the unborn, infants, chiidren, adolescenls, adults, <br />and senior citizens, and <br /> <br />WHEREAS the practice of smoking has hidden costs to consumers and non- <br />smoking citizens including astronomical health care expenses and takes an <br />untold emotional toll on fammes and friends of lhose who watch users of tobacco <br />die of terrible respiratory illnesses and cancers, and <br /> <br />WHEREAS all well-designed, peer-reviewed, and truly scientific research ~tudies <br />that use objective measures such as sales tax receipts, bankruptcies, and <br />employment data while controlling for other changes in economic conditions have <br />concluded that laws requiring bars and restaurants to be smoke-free had no <br />impact or a positive impact on sales and employment, and <br /> <br />WHEREAS the Republic of Ireland, along with the states of California, <br />Connecticut, Delaware, Maine, Massachusetts, and New York require all <br />restauran(s and bars to be one hundred percent smoke free and Florida, Idaho, <br />and Utah require all restaurants to be one hundred percent smoke free, and <br /> <br />WHEREAS local organizations such as the Academy of Medicine of Cleveiand, <br />the Center for Families and Children, the Center for Community Solutions, the <br />Cleveland Clinic Foundation, the Cuyahoga County Board of Health, the <br />Empowerment Center of Greater Cleveland, University Hospitals Ireland Cancer <br />Center, Recovery Resources and lhe Visiting Nurses Association support a <br />Clean Indoor Air Act in the City of Lakewood, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO' <br /> <br />Section 1. lhat the Lakewood City Council is hereby authorizing a commission of <br />nine citizens, including seven members to be appointed by this body and two by <br />the Mayor, to explore the ramifications of implementing a Clean Indoor Air Act to <br />protect the health of wOrkers and fammes, as well as on the economic impact of a <br />"no smoking" ordinance on the bar and restaurant industry in the City of <br />Lakewood and to report such findings to this body upon completion <br /> <br />Section 2.
