<br />RESOLUTION NO' <br /> <br />7988-05 <br /> <br />BY <br />Corrigan~ Demro, Dever, Dunn. <br />FitzGerald, Madigan, Seelie. <br /> <br />A RESOLUTION amending resolution 7961-05, by extending the time for action by the <br />Clean Air Comntission to complete their study ftom Apri128, 2005 to June 2, 2005 <br /> <br />WHEREAS City Council fanned a commission to explore the ramifications of <br />implementing a Clean Indoor Air Act to protect the health of workers and families in the <br />City of Lake wood, and <br /> <br />WHEREAS smoking is the leading cause of preventable death and has negative health <br />impacts on people at all stages of life, and <br /> <br />WHEREAS secondhand tobacco smoke is Ohio's third leading cause of preventable <br />death and harms the unborn, infants, children, adolescents, adults, and senior citizens, and <br /> <br />WlÌEREAS the practice of smoking has hidden costs to consumers and non-smoking <br />, citizens including astronomical health care expenses and takes an untold emotional toll <br />on families and ftiends of those who watch users of tobacco die of tenible respiratory <br />illnesses and cancers; and <br /> <br />WHEREAS all well-designed, peer-reviewed, and truly scientific research studies that <br />use objective measures such as sales tax receipts, bankruptcies, and employment data <br />while controlling for other changes in economic conditions have concluded that laws <br />requiring bars and restaurants to be smoke-fÌee had no impact or a'positive impact on <br />sales and employment, and <br /> <br />WHEREAS the Republic of Ireland, along with the states of California, Connecticnt, <br />Delaware, Maine; Massachusetts, and New York require all restaurants and bars to be one <br />hundred percent smoke me and Florida, Idabo, and Utab require all restaurants to be one <br />hundred percent smoke ftee, and <br /> <br />WHEREAS local organizations such as the Academy of MedÎcine of Cleveland, the <br />Center for Fantilies and Children, the Center for Community Solutions, the Cleveland <br />Clinic Foundation, the Cuyahoga County Board of Health, the Empowerment Center of <br />Greater Cleveland, University Hospitals Ireland Cancer Center, Recovery Resources and <br />the Visiting Nurses Association support a Clean Indoor Air Act in the City of Lake wood, <br /> <br />[ <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OIDO' <br /> <br />Section I that the Lakewood City Council is hereby authorizing a commission of nine <br />citizens, including seven members to be appointed by this body and two by the Mayor, to <br />explore the ramifications of implementing a Clean Indoor Air Act to protect the health of <br />workers and families, as well as on the economic impact of a "no smoking" ordinance on <br />the bar and restaurant industry in the City of Lake wood and to report such findings to this <br />body upon completion. <br /> <br />Section 2 It is found and detennined that all formal actions of this Council concerning <br />and rs:lating to the passage of this resolution were adopted in an open meeting of this <br />Counçil, and that all such deliberation of Council and of any of its commirtees that <br />resulted in such formal action were in meetings open to the public in compliance with all <br />legal requirements. <br /> <br />Adopted: 14./", L ).., )00 -;- <br /> <br />{?~,~ <br /> <br />President <br /> <br />Approved· ~ ,')" ;:mo1' <br />/ <br /> <br />~~7'7 <br />01h-># ~¡V <br />Mayor ( <br />
