RESOLUTION NO' 7993-05 BY' Corri-gan, DeÌllro, Dever, Dunn, FítzGe~ãld, Madigan, Se~lie. A RESOLUTION recognizing May as Mental Health Awareness Month. WHEREAS, the US. Surgeon General states that mental health is fundamental to health and indispensable to personal well-being, family and interpersonal relationships, and contributes to community and society; and WHEREAS, the U.S. Surgeon General confirms that mental illness affects one in fiye Americans every year, regardless of age, gender, race, etbJJicity, religion or economic status; and WHEREAS, the U.S. Surgeon General has found that a range of treatments exists for most mental disorders and the efficacy of mental health treatments are well documented; and WHEREAS, research has proven that mental illnesses, such as depression, obsessive-compulsive disorder and schizophrenia are biologically based brnih disorders and are just like any other physical diseases, such as cancer and diabetes. With treatment, people living with mental illness can lead,full and productive lives; and WHEREAS, the Cuyahoga County Community Mental Health Board (CCCMHB) is responsible ¡and accoUIitable for the planning, funding and monitoring of public ~ental health services in cnyahoga County. The CCCMHB works with 34 provider agencies to develop a system of care that enables adults and children to have access to quality and culturally competent mental health services to help control their illness and achieve personal goals; and WHEREAS, the guiding principles of community mental health care have always been comprehensiveness, cost-efficiency, effective management and high-quality and consmner-responsive services, and these principles are now being adopted by private and public heaIthcare payo~; and WHEREAS, the National Mental Health Association, the National Council for Community Behavioral Healthcare and their national partners observe Mental Health Month every May to raise awareneSs and understanding of mental health and illness; now, therefore' BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF omo: Section 1. That May is recognized as Mental Health Awareness Month; and that we call upon all Lakewood citizens, governinent agencies, public and_private institutions, businesses and schools to recommit our community to increasing awareness and understanding of mental illness and the need for !appropriate and accessible services for all people with mental illnesses. Section 2. That the Clerk of Council be and she is hereby authorized and directed to forward a copy of this resolution to the Cuyahoga County Community Mental Health Board c/o William M. Denihan, and that a copy of this resolution be spread upon the minutes of this meeting: Section 3. It is found and determined that all fonnal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberation of COuncil and of any of its committees that resulted in such fonnal action were in meetings open to the public in compliance with all legal requirements Adopted: 111.,., It, 2. c) " S- S?~-~.
