<br />RESOLUTION NO. 8039~05 <br /> <br />By: Ccn:::rig~~ Demro ~ Dg~e¡:, PUP_;!l~ <br />ritzGera~d~ Madigan, See~íe. <br /> <br />A RESOLUTION authorizing the Director of the Department of Human Services, <br />on behalf of the City, to enter into an Agreement with the Cuyahoga County Board of <br />Health to accept and expend funds for purposes of developing and maintaining a strong <br />public health infrastructure to address biOterrorism and other public heaith threats. <br /> <br />WHEREAS, the Federal Government set aside funding to develop and maintain <br />State and local public heaith infrastructure capabie of respondiog to bioterrorism, <br />terrorism and other public health emergencies; and <br /> <br />WHEREAS, the Ohio Department of Health issued a Request for Proposals with <br />the requirement that all health jurisdictions io each county submit a single jOint <br />proposal; and <br /> <br />WHEREAS, representatives of the four local health jurisdictions in Cuyahoga <br />County (Cleveland, Shaker Heights, Lakewood and Cuyahoga County Board of Health) <br />convened the Cuyahoga County Public Heálth Collaborative and submitted a public <br />health infrastructure proposal that was approved for funding for program year <br />September 1, 2005 through August 31, 2006; and <br /> <br />WHEREAS, Lakewood lias been awardéd $23,923.00 and must begin expending <br />these funds immediately for public health capacity and COrt) leadership development, <br />workforce development, communication infrastructure aod risk communication, <br />epidemiology and disease surveillance and mass vaccination and prophylaxis <br />preparedness; and <br /> <br />WHEREAS, this Council by a vote of at least five (5) members elècted thereto <br />determines that this resolution is an emergency measure, and that this resòlution shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTIONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CflY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health aod safety, and <br />to provide the usual daily operation of municipål departments in that the project year <br />begins September 1, 2005. Now Therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br />Section 1. That the Director of the Department of Human Services is hereby <br />authorized, on behalf of the City, to enter into an Agreement with the Cuyahoga County <br />Board of Health to acct)pt and expend funds in the amount 0 f$23,923.00 for purposes <br />of developing and maintaining a strong public health infrastructure to address <br />bioterrorism and other public health threats. <br /> <br />Section 2. It is found and determined that all formai actions of this Council <br />concernin~ and relating to the passage of this Ordinance were passed in an open <br />meeting of this Council and that all deliber¡¡tioos of this Council and any of its <br />committees that resulted in such actions were in meetings open to the public and in <br />compliance with legal requirements. <br /> <br />Section 3. That this resolution is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the public peace, property, <br />health, safety and welfare in the City ¡¡nd for the usual daily operation of the City for <br />the reasons set forth and defioed in the preamble to this resolution, and provided it <br />
