RESOLUTION NO' S055-05 BY' <br /> Butler, Demro, Dever, Dunn~ <br /> FitzGerald, ~di§an, Seelie. <br /> <br />A RESOLUTION asking Congress to improve No Child Left Behind ~CLB) <br /> <br /> WHEREAS, No Child Left Behind (NCLB) mandates significantly more requirements <br />for large schools and school districts with diverse populations; and, <br /> <br />WHEREAS, this has been documented in a study conducted by Harvard University; and, <br /> <br /> WHEREAS, the City of Lakewood and the Lakewood City School District are adversely <br />affected by No Child Left Behind (NCLB) in terms of student performance requirements, student <br />per£ormance reporting and financial obligations; and, <br /> <br /> WHEREAS, the City of Lakewood and the Lakewood City School District request that <br />other school districts, other public bodies, parents, parent organizations and other n~terested <br />community members, join in taking formal action by asking Congress to improve No Child~Left <br />Behind (NCLB) as follows: <br /> <br />· Adopt more flexible requirements and assessments for special education students; <br /> <br />· Adopt more common sense and more flexible assessment requirements for children for <br /> whom English is a second language; <br /> <br />Adopt more equitable requirements for schools and school districts (For example, <br />Lakewood had to meet 112 federal standards in 2004-05 A neighboring district had to <br />meet only 24 federal standards); <br /> <br />Fully fund the No Child Left Behind Mandate as well as the other federal mandates that <br />remmn unfunded or under fimded Unfunded and under funded federal/state mandates <br />increase local property taxes Now, therefore; <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1 That this Council and Mayor, join with the City of Lakewood School District <br />in askfug that Congress improve No ChildLeft Behind <br /> <br /> Section 2 That the Clerk of Council is hereby authorized and directed to forward this <br />Resolution to Dr David Estrop, Superintendent of Lakewood City Schools, and that a copy of <br />this Resolution be spread upon the minutes of the meeting. <br /> <br /> Section 3. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />and that all such deliberations of th/s Council and of any of its committees that resulted in such <br />formal action were in meetings open to the public in compliance with all legal requirements <br /> <br />PRESIDENT <br /> <br />Approved- <br /> <br /> <br />
