That the Director of Finance bé hereby authorized to pay the costs of memberships of <br />municipal employees and/or Department or Divisions of the City of Lakewood for the year 2006r in the <br />organizations and associations set forth in Section 1 hereof <br /> <br />Section 2. That this ordinance is hereby declared to be an emergency measure necessary for the <br />immediat~ preservation of the public peace, property, health, safety and welfare in th~ City and for th~ <br />usual daily operation of the City for the reasons set forth and defined in the preamble to this ordinance, <br />and provided it receivèsthe affirmative vote of at least five (5) of its members elected to Councilr this <br />ordinance shall take effect and be in force immediately upon its adoption by the Council and approval by <br />the Mayor otherwlser it shall take effect and be in force afterthe earliest period allowed by law. <br /> <br />Section 3.
