RESOLUTION NO. 8127-06 By~ Antonio., Butler, Demro, Dever> FitzGerald, Madigan, Seelie. A RESOLUTION authorizing the Director of the Department of Human Services, on behaff of the City, to enter into an Agreement with the Cuyahoga County Board of Health to accept and expend funds for purposes of developing and maintaining a strong public health infrastructure to address bioterronsm and other public health threats. WHEREAS, the Federat Government set aside funding. to devebp and maintain State and local public health infrashucture capable of responding to bioterrorism, terrorism and other public health emergencies; and WHEREAS, the Ohio Department of Health Issued a Request for Proposals with the requirement that alt health jurisdictions in each county submit a single joint proposal; and WHEREAS, representatives of the four local health- jurisdictions in Cuyahoga County (Cleveland, Shaker Heights; Lakewood and Cuyahoga County Board of Health) convened the Cuyahoga County Public Heath Collaborative and submitted a public health infrastructure proposal that was approved for funding for program year August 31, 2006 to August 30, 2007, and WHEREAS, Lakewood #ras been awarded $23,'923;00 and must begin expending these. funds immediately for public laeaftla capacity and core leadership development, workforce development, communication infrasti~ueture acid risk communication, epidemiology and disease surveillance and mass vaccination and prophylaxis preparedness; and WHEREAS, this Council by a vote of at feast five ES} members- elected thereto determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth In ARTICLE III, SECTIONS 10 and 13 of the SECOidD AMENDED CHARTER. OF THE CI3"Y OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property,. health and safety, and ~ to provide the usual daily operataor~ of anuniclpaf departments in that the peojec[ year begins August 31, 2006. That the Direct©r taf C9~e Department of Human Services is hereby authorized, on behalf of the City, to enter into an Agreement with the Cuyahoga County Board of Health to accept and expend funds in the amount o f$Z3,923.00 for purposes of developing and maintaining a strong public health infrastnrcture to address bioterrorism and other public Health threats. Section 2.
