RESOLUTION NO. 8127-06 By~ Antonio., Butler, Demro, Dever> <br /> FitzGerald, Madigan, Seelie. <br /> A RESOLUTION authorizing the Director of the Department of Human Services, <br /> on behaff of the City, to enter into an Agreement with the Cuyahoga County Board of <br /> Health to accept and expend funds for purposes of developing and maintaining a strong <br /> public health infrastructure to address bioterronsm and other public health threats. <br /> WHEREAS, the Federat Government set aside funding. to devebp and maintain <br /> State and local public health infrashucture capable of responding to bioterrorism, <br /> terrorism and other public health emergencies; and <br /> WHEREAS, the Ohio Department of Health Issued a Request for Proposals with <br /> the requirement that alt health jurisdictions in each county submit a single joint <br /> proposal; and <br /> WHEREAS, representatives of the four local health- jurisdictions in Cuyahoga <br /> County (Cleveland, Shaker Heights; Lakewood and Cuyahoga County Board of Health) <br /> convened the Cuyahoga County Public Heath Collaborative and submitted a public <br /> health infrastructure proposal that was approved for funding for program year August <br /> 31, 2006 to August 30, 2007, and <br /> WHEREAS, Lakewood #ras been awarded $23,'923;00 and must begin expending <br /> these. funds immediately for public laeaftla capacity and core leadership development, <br /> workforce development, communication infrasti~ueture acid risk communication, <br /> epidemiology and disease surveillance and mass vaccination and prophylaxis <br /> preparedness; and <br /> WHEREAS, this Council by a vote of at feast five ES} members- elected thereto <br /> determines that this resolution is an emergency measure, and that this resolution shall <br /> take effect at the earliest date possible as set forth In ARTICLE III, SECTIONS 10 and <br /> 13 of the SECOidD AMENDED CHARTER. OF THE CI3"Y OF LAKEWOOD, and that it is <br /> necessary for the immediate preservation of the public property,. health and safety, and ~ <br /> to provide the usual daily operataor~ of anuniclpaf departments in that the peojec[ year <br /> begins August 31, 2006. Now Therefore, <br /> BE IT RESOLVED BY THE CFR' O1='tAYvEWOOD", ~l"ATE OF OHIO <br /> Section i. That the Direct©r taf C9~e Department of Human Services is hereby <br /> authorized, on behalf of the City, to enter into an Agreement with the Cuyahoga County <br /> Board of Health to accept and expend funds in the amount o f$Z3,923.00 for purposes <br /> of developing and maintaining a strong public health infrastnrcture to address <br /> bioterrorism and other public Health threats. <br /> Section 2. It is found and determined that all format actions of this Council <br /> concerning and relating to the passage of this Ordinance were passed in an open <br /> meeting of this Council and tltatalt delibera8ons of dais Council and any of its <br /> committees that resulted in soda actions were in meetings open t€> the public and in <br /> <br /> compliance with legal requirements: <br /> <br />
