<br /> RESOLUTION N0. 8134-06 BY: Antonio, Butler, Demro, Dever, <br /> FitzGerald, Madigan. <br /> A RESOLUTION to take effect immediately provided it received the affirmative <br /> <br /> vote of at least five (5) members elected to Council otherwise, it shall take effect and <br /> be in force after the earliest period allowed by law, authorizing the Mayor, or his <br /> designee, on behalf of the City, to enter into an agreement with Northeast Ohio <br /> Areawide Coordinating Agency (NOACA) to accept and expend financial assistance <br /> under NOACA's Transportation for Livable Communities Initiative (TLCI) Planning Grant <br /> Program in an amount not to exceed $75,000 for the purpose of conducting further <br /> study of the Detroit Avenue Streetscape and Pedestrian Accessibility with an emphasis <br /> on Downtown Lakewood and to enter into any other necessary agreements to carry out <br /> the requirements of the grant agreement and to obtain necessary matching funds. <br /> WHEREAS, numerous development projects are occurring along Detroit <br /> Avenue, and; <br /> WHEREAS, Detroit Avenue is scheduled for improvements, and; <br /> WHEREAS, that section of Detroit Avenue between Arthur and Bunts has <br /> been identified as the City of Lakewood's Downtown District, and; <br /> WHEREAS, the City of Lakewood's Downtown District has been accepted <br /> by Downtown Ohio, Inc. as one of 34 participants statewide into the Main Street <br /> Program, and; <br /> WHEREAS, the City of Lakewood would greatly benefit from further study <br /> of strategies to improve the pedestrian access and aesthetics of the Detroit Avenue <br /> streetscape; and, <br /> WHEREAS, NOACA administers financial assistance provided by the U.S. <br /> Department of Transportation's Federal Highway Administration, and; <br /> WHEREAS this Council previously approved Resolution No. 8078-Ofi <br /> authorizing an application for Transportation for Livable Communities financial <br /> assistance with NOACA and to obligate the funds required to satisfactorily complete the <br /> proposed project and become eligible for reimbursement under the terms and <br /> conditions of the Transportation for Livable Communities fund; and ~ <br /> WHEREAS, the City of Lakewood has been awarded a grant by NOACA in <br /> the amount of $75,000 that requires a match of $18,750; and <br /> WHEREAS, Lakewood Community Progress Incorporated (LCPI) has I <br /> agreed to contribute one-half of the City's required matching funds to this project; and ' <br /> WHEREAS, this Council by a vote of at least five (5) members elected thereto <br /> determines that this resolution is an emergency measure, and that this resolution shall <br /> take effect at the earliest date possible as set forth in ARTICLE III, SECTONS SO and <br /> 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br /> necessary for the immediate preservation of the public property, health and safety, and <br /> to provide for the usual daily .operation of municipal deparbnents in that these <br /> agreements must be returned to the Ohio Public Works Commission within 45 days of <br /> notice of award. Now Therefore, <br /> BE 1T RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> Section 1. That the Mayor, or his designee, on behalf of the City, is hereby <br /> authorized to enter into an agreement with Northeast Ohio Areawide Coordinating <br /> <br />
