RESOLUTION NO. 8146-06 FitzGerald, Madigan, Seelie, A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five (5) members elected to Council otherwise, it shall take effect and be in force after the earliest period allowed by law, amending Resolution 8127-06 authorizing the Director of the Department of Human Services, on behalf of the City to enter into an Agreement with the Cuyahoga County Board 6f Health to accept additiona[ funds for purposes of developing and maintaining a strong public health infrastructure to address bioterrorism and other public health threats, WHEREAS, the Federal Government set aside addiUonal public health infrastructure funds targeting pandemic influenza preparedness planning; and WHEREAS, Lakewood has been awarded $16,110.87 in addition to the $23,923.00 awarded in September 2006 for public health capacity and core leadership development, workforce development, com'munication infrastructure and risk communication, epidemiology and disease surveillance and mass vaccination and prophylaxis preparedness; and WHEREAS, this Council by a vote of at least five (5) members elected thereto determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in ARTICLE III, SECTIONS 10 and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide the usual daily operation of municipal departments in that the project year began August 31, 2006 and this new agreement is necessary to continue the program. Now Therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO Section 1. That Resolution No. 8127-06, adopted September 5, 2006 currently reading as follows: Section 1. That the Director of the Department of Human Services is hereby authorized, on behalf of the City, to enter into an Agreement with the Cuyahoga County Board of Health to accept and expend funds in the amount of $23,923.00 for purposes of developing agd maintaining a strong public health infrastructure to address bioterrorism and other public health threats. is hereby amended to read as follows: Section t. That the Director of the Department of Human Services is hereby authorized, on behalf of the City, to enter into an Agreement with the Cuyahoga County Board of Health to accept funds in the amount of $40,034.44 for purposes of developing and maintaining a strong public health infrastructure to address bioterrorism and other public health threats. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were passed in an open meeting of this Council and that all deliberations of this Coundl and any of its
