<br />A RESOLU'IION IN SUPPORT OF FEDERAL FUNDING FOR A WEST SHORE
<br />CORRIDOR ALTERNATIVE ANALYSIS
<br />
<br /> WHEREAS, residents and husinesses of the West Shore see improv6d pub!lc
<br />transportatiun service as an opportunity to improve the region's economic development
<br />opportunities and the quality of life for all Northeast Ohioans, regm-dless of age, income, or
<br />physical mobility; and,
<br />
<br /> WHEREAS, a local constituency is grow/ng for the creation of improved regional public
<br />transportation directly linking tbe residents mid businesses of Lakewood with Cleveland, Rocky
<br />River, Bay Village, Westlake, Avon, Avon Lake, Sheffield, Sheffield Lake, and Loraln; and,
<br />
<br /> WHEREAS, improved regional public trearsportation without additional s/tess on
<br />road;vays or parking, anti which is pedestrian and bicycle friendly, is most desirable; and,
<br />
<br /> WHEREAS, higher quati~y public transportation services will directly com~ect
<br />co~mnuafties mrd stimalate investment/m residential, office, and commercial, development in
<br />transit-station area districts, all areas defined by the Grow Lakewood Committee; and,
<br />
<br /> WHEREAS improved public transportation to the center of Lal¢ewood increases the
<br />chances of improving othe~ conmrunity/mfi-astmctures, such as roadways, rail grade crossings,
<br />improved way finding signage, better trm~sit waiting environments; and,
<br />
<br /> WHEREAS, the alternatives for developing higher-quality transit service in the West
<br />Shore Corridm are var/ed and the ixnpacts of alternatives on the environment must be better
<br />m~derstood; and,
<br />
<br /> WHEREAS, the actual capital, operating, and maintenauce cost mxd benefits associated
<br />with these alternatives need to be defined and analyzed; and,
<br />
<br /> WHEREAS, m~ alternative analysis in compliance with the National Environmental
<br />Policy Act (NEPA) and tbe Federal Transit Administration (FTA) New Starts regulations
<br />requires significant public participation so a locally prafen'ed alternative can be selected mhd
<br />adopted by the region; arid,
<br />
<br /> WHEREAS, the Cleveland - Loraln Conunuter Rail project is authorized in the federal
<br />surface transportation law entitled Safe, Accountable, Flexible, Efficient Transportation Equity
<br />Act: A legacy for Users (SAFETEA-LU) m~d the appropriation is needed to fund the alternative
<br />analysis under Section 5339 of SAFETEA-LU Now therefore;

<br />BE JT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO'

<br /> Section 1: That lhis Counall mhd Mayor do hereby embrace the vision of improving
<br />public transportation services in ~he West Shore Corridor
<br />
<br /> Section 2: That this ¢',omrcil aud Mayor support an alternative analysis investigating the
<br />benefits, costs, and euvironmental impacts of vmious transpmlation improvement alternatives in
<br />the West Shore Corridor in accordance with NEPA m~d FTA requ/rements
<br />
<br /> Section Y Tha~ this Council aed Mayor request the Northeast Ohio Area-wide
<br />Coordinathlg Agency (NOACA) to secure a federal transportation appropriation of
<br />approximately $1 5 million in federal fiscal years 2008 and 2009 lhi-ough the Cleveland~Lorain
<br />Cmrmauter Rail funding authorization in SAFFTEA-LU for the West Shore Corridor alternatives
