<br />Resolution No <br /> <br />8212-07 <br /> <br />By· Antonio, Butler~ Dever~ <br />Madigan~ Seelie. <br /> <br />A RESOLUTION in support of the continuation and suengtheniug of traditional Medicare <br /> <br />WHEREAS, Medicare is, an essential national social insurance program that has a major impact on <br />the quality oflife for over 43 million Americans young and old; and, <br /> <br />WHEREAS, Medicare provides major funding for the health care of virtually all of our nation's <br />seniors and several million younger adults with permanent disabilities; and; <br /> <br />WHEREAS, Additional millions of younger people benefit indirectly by being relieved of a major <br />financial burden when an older member of the family encounters major health expenses; and. <br /> <br />WHEREAS, Medicare policy is a social contract between the American people and their <br />government; and, <br /> <br />WHEREAS, Policy change undertaken to assure fiscal solvency in the future should guarantee <br />both fairness and adequacy in the provision of health care, Now therefore, <br /> <br />BE IT RESOLVED BY THE CITY OF LAIĆWOOD, STATE OF OHIO <br /> <br />Section 1 That this Council and Mayor support the following principles and urge that they should <br />be tlle foundation of any Medicare reform" <br /> <br />1 Medicare should remain affordable and accessible for all qualified persons <br />2 Traditional Medicare should be retained and strengthened, <br />3 The percentage of the increase in Medicare premiums should not exceed the percentage of the <br />increase in Social Security benefits <br />4 Medicare should continue to expand and emphasize preventative services <br />5 Medicare beneficiaries should be issued a single card to cover all Medicare or Medicare- <br />related benefits, including prescription drugs <br />6 Medicare should offer a uniform prescription benefit to all beneficiaries at the same cost <br />7 The federal government should be encouraged to negotiate the best prescription drug costs for <br />beneficiaries <br />8 Qualified Medicare Beneficiary Program (QMB), Specified Low-Income Medicare <br />Beneficiaries (SLMB) and Qualified Individual (Q-Il) programs should he retained as well as <br />existing related benefits through Medicaid, <br /> <br />Section 2 That the Clerk of Council be and she is hereby authorized and diIected to forward <br />certified copies of this Resolution to: Congressman Dennis Kucinich, 14400 Detroit Avenue, Lakewood, <br />OH 44107, Senator Dale Miller, 4300 W 143" St, Cleveland, OH 44135, Representative Michael] <br />Skindell, 16800 Delaware Avenue, Lakewood, OH 44107 and to Senior Voice!, 3250 Euclid Avenue, <br />Cieveland,OH 44115 and a that a copy of this Resolntion he spread upon the minutes of this meeting <br /> <br />Section 3 It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this Council, and that all <br />such deliberations of this Council and of any of its committees that resulted in such formal action were in <br />meetings open to the puhlic m compliance Wlth all legal r/?ents ~ <br /> <br /> <br />Adopted· )J rv-e- 6..- '0.
