<br />RESOLUTION NO <br /> <br />8215-07 <br /> <br />BY' Antonio, Butler, :h",,~~ <br />Dever, FitzGerald, Seelie. <br /> <br />A RESOLUTION to urge the United States House of Representatives to <br />pass HR. 3498, the Neighborhood Reclamation and Revitalization Program and assist <br />local communities in dealing with vacant properties that have been caused by increasing <br />numbers of home foreclosures. <br /> <br />WHEREAS, vacant foreclosed properties often become a breeding ground <br />for crime and fires, requiring a disproportionate amount of government resources to <br />secure them against criminal activity, remove garbage and rodents and do demolition, all <br />at a high cost to taxpayers; and <br /> <br />WHEREAS, vacant properties reduce city tax revenue by causing <br />decreased property values across an entire neighborhood; and <br /> <br />WHEREAS, citizens who live in a neighborhood with many vacant and <br />abandoned properties have great difficulty obtaining homeowner's insurance, mortgages <br />and loans for home improvements; and <br /> <br />WHEREAS, vacm)t properties degrade and devalue the quality of life for <br />remaining residents, isolating and weakening the neighborhood, and increasing the <br />likelihood that property values will continue to decline and further abandonment will set <br />in; and <br /> <br />WHEREAS, it is incumbent that the Federal government assist local <br />jurisdictions with the additional funding reqnired to reduce the impacts of vacant <br />properties and provide local government the ability to demolish ever increasing <br />inventories of uninhabitable vacant property; and <br /> <br />¡ <br />I <br />F <br /> <br />WHEREAS, as currently written HR. 3498 contains an appropriation of <br />$100,000,000 over the next three years, an amount that must be increased to a minimum <br />of $500,000,000 for maximum effectiveness; and <br /> <br />WHEREAS, this resolution constitutes an emergency measure for the <br />immediate preservation of public peace, property, health, or safety, now, therefore, <br /> <br />OHIO' <br /> <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF <br /> <br />Section 1. That this Council urges tbe United States House of <br />Representatives to pass HR. 3498, the Neighborhood Reclamation and Revitalization <br />Program Act of 2007, with an increased appropriation ofat l~ast $500,000,000 <br /> <br />Section 2.
