d. Payouts resulting from retirements and any other unfunded liabilities <br />3. 2009 Budget discussions should focus on the following questions: <br />a. How are expenditures aligned with the Initiatives: Safety, Housing, <br />Technology, and Economic Development? <br />b. What services would be reduced or lost if further reductions are <br />required? <br />c. What services could be gained as a result of further reengineering <br />of processes? <br />i. What investments might be required to implement these <br />new processes? <br />d. Who and how many citizens might be affected by further services <br />reductions or gains? <br />4: We ask each department to prepare a profit and loss statement of <br />existing services identifying the sources of revenues and expenses and the <br />degree of variability of each. <br />5. The 2009 Budget is viewed as critical "stepping stone" towards achieving <br />financial strength sufficient to create a capacity for strategic investment <br />in infrastructure, services, and tools that create and support the quality of <br />life desired by Lakewood's citizens. <br />6. It is found and determined that all formal actions of this Council concerning and relating <br />to the passage of this resolution were adopted in an open meeting of this Council, and that all <br />such deliberation of Council and of any of its committees that resulted in such formal action were <br />in meetings open to the public in compliance with all legal requirements. <br />Adopted: ~,~ ~U(}~ <br />Approved: ~ ~/ %((~ <br />PRESIDENT <br />7 <br />CLE <br />MAYOR <br />
