RESOLUTION NO: 8411-10 <br />Ry ANTONIO, BULLOCK, BUTLER, <br />MADIGAN, POWERS, SMITH, SUMMERS. <br />AN EMERGENCY RESOLUTION for the City of Lakewood to participate in Earth Hour 2010. <br />WHEREAS, what began as a campaign in 2007 to get residents of Sydney, Australia to turn their lights <br />off, Earth Hour has grown to become one ofthe world's biggest climate change initiatives with citizens, <br />businesses and public authorities in 4,000 cities across 88 countries committed to turning off their lights <br />for one hour; and <br />WHEREAS, Earth Hour 2010 is a global call to acfion to every individual, every business and every <br />community to stand up, to take responsibility and to get involved in working towards a sustainable future; <br />and <br />WHEREAS, participation by Lakewood in Earth Hour 2010 would continue our community's leadership <br />in sustainability, and <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto determines that <br />this resolution is an emergency measure, and that this resolution shall take effect at the earliest <br />date possible as set forth in ARTICLE III, SECTONS 10 and 13 of the SECOND AMENDED <br />CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary for the immediate <br />preservation of the public property, health and safety, and to provide for the usual daily operation <br />of municipal departments in that this agreement should be formalized immediately; now, <br />therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section 1. That this Council declares its support and encourages participation in Earth Hour 2010 on <br />March 27, 2010 at 8:30 pm. <br />Section 2. That a copy of this Resolution be spread upon the minutes of this meeting. <br />Section 3. It is hereby found and determined that all formal actions of this Council concerning <br />and relating to the passage of this Resolution were passed in open meetings of this Council, and that all <br />such deliberations of this. Council and of any of its committees that resulted in any such formal action, <br />were in meetings open to the public, in compliance with all legal requirements including the City's <br />Charter and Codified Ordinances. <br />Section 4. That this resolution is hereby declared to be an emergency measure necessary for the <br />immediate preservafion of the public peace, property, health, safety and welfare in the City and for the <br />usual daily operation of the City for the reasons set forth and defined in the preamble to this resolution, <br />and. provided it receives the affirmative vote of at least five (5) of its members elected to Council, this <br />resolution shall take effect and be in force immediately upon its adoption by the Council and approval by <br />the Mayor otherwise, it shall take effect and be in force after the earliest perio allow~ed/iby~law. <br />Adopted: ~M/n.~.~., / J '):t/ r'~. 1, q/j `~Y <br />PRESIDENT <br />7 ~a , <br />Approved: _^~d ~ CLERK <br />MAYOR <br />
