EXHIBIT B <br />CITY OF CLEVELAND-FIRST SUBURBS DEVELOPMENT COUNCIL ADVANCED <br />ENERGY <br />SPECIAL IMPROVEMENT DISTRICT <br />COMMERCIAL-INDUSTRIAL SERVICES PLAN <br />The City of Cleveland-First Suburbs Development Council Advanced Energy Special <br />Improvement District (the "District") intends to deliver services pursuant to this Comrnercial- <br />Industrial Services Plan (the "Services Plan"), in such manner as will be determined from time to <br />time by the District's board of directors (the "Board"). This Services Plan is designed to provide <br />ongoing services to the properties in the Advanced Energy District during the years to <br />This Services Plan maybe amended by the Board. The Services Plan includes all terms <br />and provisions of the Advanced Energy District Documents, which are incorporated herein by <br />reference as if fully written herein. The services to be provided are as follows: <br />MARKETING AND PROMOTION SERVICES <br />Services to market Commercial-Industrial Program and promote the image of the region through <br />the following examples: <br />Development of Literature and Brochures <br />Sponsored Media campaigns <br />Public Relations <br />Data collection and information management <br />Cooperative programs with members <br />Electronic and printed marketing materials <br />Special Events <br />PROGRAM DESIGN SERVICES <br />Comprehensive design services to establish and maintain the strongest possible legal and <br />programmatic framework for the Commercial-Industrial PACE program. <br />PROGRAM ADMINISTRATION SERVICES <br />Provide community education, application acceptance, and real-time program tracking. <br />Administrative services include: <br />Education & Marketing <br />Application Processing <br />Property Underwriting <br />Project Verification <br />Quality Assurance <br />Customer Service <br />Origination and Closing Process <br />B-1 <br />3728387v7 <br />
