PLACED ON 1ST READING & REFERRED <br />TO THE HEALTH & HUMAN SERVICES <br />COMMITTEE 10/18/10. <br />RESOLUTION N0. 8452-10 BY:' Antonio, Bullock, Butler, Madigan, <br />Powers, Smith, Summers. <br />A RESOLUTION to take effect immediately provided it receives the <br />affirmative vote of at least five (5) members elected to Council otherwise, it shall <br />take effect. and be in force after the earliest period allowed by law, authorizing <br />the Mayor, or his designee to enter into an' Agreement with the Cuyahoga <br />County Board of County Commissioners and their successors to accept and <br />expend funds in an amouht estimated at $40,251 to expand services provided <br />under the City's Juvenile Diversion Program... <br />WHEREAS, the Department of Human Services, Division of Youth <br />has an established Juvenile Diversion Program targeting juvenile offenders <br />referred by Juvenile Court with the intent of keeping the youth from entering the <br />formal Juvenile Court System, and <br />WHEREAS, the funding will support expanded service delivery by <br />increasing the number of youth served along with the requisite monitoring of <br />each participant, increase the number of available community service sites, <br />require involvement of a Certified Alcohol and Drug Prevention/Intervention <br />provider for all youth with a drug or alcohol offense and their parents/guardians, <br />and strengthen the existing partnership with Lakewood City Schools through the <br />development and implementation of a truancy mediation/intervention program <br />primarily for middle school youth, and <br />WHEREAS, this Council by a vote of at least five (5) members <br />elected thereto determines that this Resolution is an emergency measure, and <br />that this Resolution shall take effect at the earliest date possible as set forth in <br />ARTICLE III, SECTONS SO and 13 of the SECOND AMENDED CHARTER OF THE <br />CITY OF LAKEWOOD, and that it is necessary for the immediate preservation of <br />the public property, health and safety, and to provide for the usual daily <br />operation of municipal departments in that completed contracts must be <br />submitted no later than December 1, 2010. Now Therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section 1. That the Mayor, or his designee, for and on behalf of <br />the City of Lakewood, be and he is hereby authorized and directed to enter into <br />an Agreement with the Cuyahoga County Board of County Commissioners <br />$40,251.00 for a period ending December 31, 2011. <br />Section 2. It is found and determined that all formal actions of this <br />Council concerning and relating to the passage of this Resolution were adopted <br />in an open meeting of this Council, and that all such deliberations of this Council <br />
