Section 2. Lakewood City Council and the mayor's administration offer their <br />deepest and most sincere condolences to the families, friends and loved ones of the innocent <br />victims of the September 11, 2001, terrorist attacks. <br />Section 3. Lakewood City Council and the mayor's administration honor the he- <br />roic service, actions and sacrifices of state and local first responders, law enforcement per- <br />sonnel, officials, volunteers and countless others who aided the innocent victims of those at- <br />tacks and, in doing so, bravely risked and often gave their own lives. <br />Section 4. Lakewood City Council and the mayor's administration recognize the <br />valiant service, actions and sacrifices of United States personnel, including members of the <br />United States Armed Forces, the United States intelligence agencies, the United States dip- <br />lomatic service, homeland security and law enforcement personnel, and their families, who <br />have given so much, including their lives and well-being, to support the cause of freedom and <br />defend the security of the United States. <br />Section 5. Lakewood City Council and the mayor's administration honor the <br />service, actions and sacrifices of Lakewood's first responders, including our brave police, fire <br />and EMS personnel, who continue to risk their safety so that we may be protected from harm. <br />Section 6. Lakewood City Council and the mayor's administration reaffirm that <br />the people of Lakewood, Ohio and the United States will never forget the challenges our <br />country endured on and since September 11, 2001, and will work tirelessly to defeat those <br />who attacked the United States. <br />Section 7. On the 10`" anniversary of this tragic day in United States history, <br />Lakewood City Council and the mayor's administration call upon all people and institutions <br />of the United States to observe a moment of remembrance on September 11, 2011, including <br />media outlets; houses of worship; military organizations; veterans organizations; airlines; air- <br />ports; railroads; sports teams; the federal government; state and local governments including <br />Lakewood government; police, fire and other public institutions; educational institutions; <br />businesses; and other public and private institutions. <br />Section 8. Lakewood City Council and the mayor's administration encourage the <br />observance of the National Moment of Remembrance to last for one minute beginning at 1 <br />p.m. Eastern Daylight Time, by ceasing to the maximum extent practicable all work or other <br />activity and marking the moment in an appropriate manner, including ringing bells, blowing <br />whistles or sounding sirens. <br />Section 9. It is found and determined that all formal actions of this Council con- <br />cerning and relating to the passage of this Ordinance were passed in open meetings of this <br />Council and that all deliberations of this Council and any of its committees that resulted in <br />such actions were in meetings open to the public and in compliance with legal requirements. <br />Section 10. This resolution is hereby declared to be an emergency measure neces- <br />sary for the immediate preservation of the public peace, property, health, safety and welfare <br />in the City and for the usual daily operation of the City for the reasons set forth and defined <br />in its preamble, and provided it receives the affirmative vote of at least five (5) of members <br />of Council, this resolution shall take effect and be in force immediately upon its adoption by <br />
