RESOLUTION NO. 8540-11 By; Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smiths. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least <br />five (5) members of Council, or otherwise to take effect and be in force after the earliest period allowed <br />by ]aw, authorizing the Mayor or his designee to apply for and enter into an agreement with the <br />Cuyahoga County Department of Children Family Services for the Family to Family Neighborhood <br />System of Care program through March 31, 2014. <br />WHEREAS, the City of Lakewood has recently received notification from the Cuyahoga County <br />Department of Children and Family Services of the deadline for proposals to accept funding under the <br />Family to Family Neighborhood System of Care program through 2013, such deadline being December <br />12, 2011; and <br />WHEREAS, under new procurement rules promulgated by Cuyahoga County, the City of <br />Lakewood is required to produce a resolution permitting contracting authority and authority to submit a <br />proposal along with the proposal; and <br />WHEREAS, the program requires no expenditure of City matching funds; and <br />WHEREAS, this Council by a vote of at least five (5) of its members determines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the eazliest date possible <br />as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood, <br />and that it is necessary for the immediate preservation of the public property, health and safety, and to <br />provide for the usual daily operation of municipal departments in that this legislation is necessary to <br />include this resolution with the proposal for 2012-2013 Family to Family program funds; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor or his designee is hereby authorized to enter into an agreement with the <br />Cuyahoga County Department of Children Family Services for the Family to Family Neighborhood <br />System of Care program to accept and expend funds under that program through March 31, 2014. <br />Section 2. The Mayor or his designee is hereby authorized to submit a grant proposal to <br />Cuyahoga County for the provision of Family to Family Neighborhood System of Care program services <br />for the 2012 and 2013 program years. <br />Section 3. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this Council, and that all <br />such deliberations of this Council and of any of its committees that resulted in such formal actions were <br />in meetings open to the public, in compliance with all legal requirements. <br />Section 4. This resolution is hereby declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, property, health, safety and welfare in the City and for the <br />usual daily operation of the City for the reasons set forth and defined in the preamble to this resolution, <br />and provided it receives the affirmative vote of at least five (5) of members of Council, this resolution <br />
