REFERRED TO THE COMMITTEE OF THE WHOLE 6/4/12. REFEREED to 6/18/12. RESOLUTION NO. 8583-12 By; Anderson,Bullock, duris, Madigan, Nowlin, Powers, Smith. A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five (5) members of Council, or• otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor (Director of Public Safety), the Director of Public Works, the Director of Law, the Director of Finance, and/or the Purchasing Manager to enter into contracts not to exceed $20,000.00 for materials and services required to establish bicycle "sharrows" on Detroit from the intersection with Alameda in the east to Bonnieview/Cordova Intersection in the west in compliance with the City of Lakewood Bicycle Master Plan. WHEREAS, on January 17, 2012, Council concurred in the Planning Commission's Bicycle Master Plan with the unanimous approval of Resolution 8543-11, and WHEREAS, the Bicycle Master Plan provides for a series of strategies for making Lakewood a nationally recognized bicycle-friendly community, and WHEREAS, one safe and convenient strategy highlighted in the plan was the use of shared lane pavement markings, a.k.a "shanows," bicycle symbols that are carefully placed that remind drivers to share the road with cyclists, and WHEREAS, the Ohio Revised Code Section§ 4511.25 already establishes roads as shared paces for both automobiles and cyclists and sharrows have been demonstrated to improve safe sharing of the road by drivers and cyclists, and WHEREAS, unlike bicycle lanes, sharrows do not designate a particular part of the street for the exclusive use of bicyclists; they are simply markings to guide bicyclists to the best place to ride and help motorists expect to see and share the lane with bicyclists, and WHEREAS, this Council by a vote of at least five (5) of its members determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in ARTICLE III, SECTIONS IO and 13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is necessary to provide for the usual daily operation of municipal departments in that projects are to be undertaken immediately in order to take advantage of the bicycling season; now, therefore: BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. The Mayor (Director of Public Safety), the Director of Public Works, the Director of Law, the Director of Finance, and/or the Purchasing Manager is hereby authorized and directed to enter into contracts in an amount not to exceed the $20,000.00 for the purpose of establishing bicycle sharrows on Detroit Avenue between Alameda Avenue and Bonnieview/Cordova Avenues incompliance with City of Lakewood Bicycle Master Plan.
