RESOLUTION NO. 8591-12 BY: Anderson, Bullock, Juris, Madigan, <br />Nowlin, Powers, Smith. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five members of Council, or otherwise to take effect and be in force after the earliest <br />period allowed by law, authorizing the Mayor or his designee to apply for and enter into an <br />agreement with the Western Reserve Area Agency on Aging for Title lII of the Older Americans <br />Act, Senior Community Services for the 2013-14 program years. <br />WHEREAS, the City of Lakewood received notification from Western Reserve Area <br />Agency on Aging of the deadline for proposals to accept fimding under Title III of the Older <br />Americans Act for the Senior Conununity Services program for the 2013 and 2014 program <br />years, such deadline being August 8, 2012; and <br />WHEREAS, the WRAAA Request for Proposal requires County, the City of Lakewood is <br />required to produce a resolution permitting contracting authority and authority to submit a <br />proposal along with the proposal; and <br />WHEREAS, this Council by a vote of at least five of its members determines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the earliest date <br />possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City <br />of Lakewood, and that it is necessary for the inunediate preservation of the public property, <br />health and safety, and to provide for the usual daily operation of municipal departments in that <br />this legislation is necessary to inchtde this resolution with the proposal for 2013-2014 Senior <br />Conununity Services programs and the proposal is due on or before August 8, 2012; now, <br />therefore <br />BE IT RESOLVED BY TI-IE CITY OF LAKEWOOD, OIIIO: <br />Section L The Mayor or his designee is hereby authorized to enter into an agreement <br />with the Western Reserve Area Agency on Aging for Title III of the Older Americans Act, Senior <br />Conununity Services for the 2013-14 program to accept and expend fiords under that program <br />through December 2014. <br />Section 2. The Mayor or his designee is hereby authorized to submit a grant proposal to <br />Western Reserve Area Agency on Aging for the provision of program services for the 2012 and <br />2013 program years. <br />Section 3. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its committees that resulted in such <br />forma( actions were in meetings open to the public, in compliance with all legal requirements. <br />
