RESOLUTION NO.: 8596-12 BY: Anderson, Bullock, Juris, <br />Madigan, Nowlin, Powers, Smith: <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five (5) members of Council, or otherwise to take effect and be in force after the earliest <br />period allowed by law, authorizing the Mayoras Director of Public Safety to enter into an <br />agreement with Cuyahoga County to accept an estimated 145 hand held radios, valued at $2,500 <br />each, which will enable the City of Lakewood to replace all existing handheld radios for <br />emergency personnel and to participate in a state wide multi-agency radio communications <br />system. <br />WHEREAS, the City of Lakewood has been awarded new handheld radios by Cuyahoga <br />County through the Homeland Security Grant; and <br />WHEREAS, this award will enable the City of Lakewood to replace every handheld radio <br />in use by emergency response personnel; and <br />WHEREAS, these new radios will enable the City of Lakewood to communicate with <br />other participating agencies within Cuyahoga County; and <br />WHEREAS, this Council by a vote of at least five (5) of its members determines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the earliest date <br />possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the <br />City of Lakewood, and that it is necessary for the immediate preservation of the public property, <br />health and safety, and to provide for the usual daily operation of municipal departments in that <br />acceptance of these radios and the transition to the state wide system should be made as soon as <br />possible to avoid unnecessary repairs to the existing system; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That the Mayor, as Director of Public Safety, is hereby authorized to enter <br />into an agreement with Cuyahoga County to accept an estimated 145 handheld radios, valued at <br />$2,500 each, which will enable the City of Lakewood to replace all existing handheld radios for <br />emergency personnel and to participate in a state wide multi-agency radio communications <br />system. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this Resolution were passed in an open meeting of this Council and <br />that all deliberations of this Council and any of its committees that resulted in such actions were <br />in meetings open to the public and incompliance with legal requirements. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary for <br />the immediate preservation of the public peace, properti5~, health, safety and welfare in the City <br />
