RESOLUTION NO. 8619-12 BZ'~ Anderson, Bullock, Juris, <br />P4adigan, Nowlin, Powers, Smith. <br />A RESOLUTION to take effect iimnediately provided it receives the affirmative vote of at least <br />five (5) members of Council, or otheitivise to take effect and be in force after the earliest period allowed <br />by law, to approve the adoption of the Office of Emergency Management for Cuyahoga County, 2012. <br />WHEREAS, O.R.C. §5502.271 specifies that each political subdivision shall establish a program <br />for emergency management if the political subdivision has not entered into a written agreement <br />establishing either a countywide emergency management agency under O.R.C. §5502.26 or a regional <br />authority for emergency management under O.R.C. §5502.27; and <br />WHEREAS, Cuyahoga County has created the Office of Emergency Management under the <br />Department of Public Safety and Justice Services, for the efficient planning, mitigation, response, and <br />recovery actions for all citizens of the County; and <br />WHEREAS, it is necessary and desirable that all Federal, State and local emergency agencies <br />and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident <br />management; and <br />WHEREAS, this Council by a vote of at least five (5) of its members deternines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible <br />as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood, <br />and that it is necessary for the irmnediate preservation of the public peace, property, health and safety, <br />and to provide for the usual daily operation of municipal deparGnents in that it is necessary for the <br />effective management of emergencies. Now Therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That the City of Lakewood does hereby establish the Cuyahoga County <br />Department of Public Safety and Justice Services, Office of Emergency Management to be its <br />countywide emergency management agency. <br />Section 2. It is found and determined that all fornal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this council, and that all <br />such deliberations of this Council and any of its committees that resulted in such formal action, were iu <br />meetings open to the public, in compliance with all legal requirements. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, property, health, safety and welfare in the City and for the <br />usual daily operation of the City for the reasons set forth and defined in the preamble to this resolution, <br />
