Section 11. This resolution is hereby declared to be an emergency measure for the rea- <br />sons stated in the preamble hereof, and provided it receives the affirmative vote of at least five <br />members of Council it shall take effect and be in force immediately upon its adoption and ap- <br />proval by the Mayor, or otherwise it shall take effect and be in force after the earliest period <br />allowed bylaw. <br />Adopted: ~~ ~ ~ ~-y ~ ~ <br />Approved: Gk%'l~, ~ LO /] <br />~~ <br />President <br />
