Exhibit B <br />Criteria for tax abatement for new residential construction in Community Reinvestment Area #4: <br />Level 1: 5 year duration at 50% exemption <br />If the proposed development meets the following criteria the City may grant Level 1 exemptions: <br />A. Must be a minimum of 8 units. <br />B. Must meet all condition and requirements of the Multifamily High Density Zone dis- <br />trict. <br />C. Must meet the Architectural Board of Review's design criteria for high quality design <br />and materials. <br />Level 2: 5 year duration at a 100% exemption <br />If the proposed development meets the following criteria the City may grant Level 2 exemptions: <br />A. Must meet the all of the criteria in Level 1 and be a minimum of 12 units. <br />B. Must include provisions for energy efficiency that include, but are not limited to, en- <br />ergy- efficient windows, high - efficiency HVAC and insulation with an R -value higher <br />than standard building -code requirements. <br />C. Must provide storm water quality measures over and above those already mandated <br />by federal, state or local code such as but not limited to pervious pavement, bio- <br />swales and landscaped detention areas.,in compliance with current best practices, as <br />outlined by the Cuyahoga Soil and Water Conservation District or the Ohio Environ- <br />mental Protection Agency. <br />Level 3: 10 year duration at 100% exemption <br />If the proposed development meets the following criteria the City may grant Level 3 exemptions: <br />A. Must meet the all of the criteria in Level 1 and 2 and be a minimum of 15 units. <br />B. Must provide pedestrian and or recreational connectivity to the riverfront or at least <br />2,500 square feet of greenspace for use by all residents of the development that can <br />include, but not be limited to, amenities such as community garden area, pavilions, <br />grills, patios and seating areas. <br />
